Job summary

GovTech Singapore is seeking a Programme Director to provide strategic leadership and delivery oversight for complex technology and digital transformation programmes. You will lead cross-functional teams across engineering, product management, design and change management to achieve outcomes with strong governance and financial discipline.

The role requires substantial experience in large-scale programmes, stakeholder alignment, and delivering value within a public sector environment.

Qualifications

• Degree and above in IT and related areas.
• 12–15 years of relevant experience in programme or project management, with a proven track record of leading large-scale technology, digital or business transformation programmes.
• Experience managing programme budgets, financial planning, resource allocation and programme governance.
• Proven experience leading and developing multidisciplinary, high-performing teams.
• Experience driving organisational change and transformation initiatives.
• Experience managing commercial relationships, vendor performance and contract negotiations.
• Experience working within the Singapore Public Service or similarly regulated environments will be an advantage.

Responsibilities

• Provide strategic leadership and delivery oversight for complex, large-scale technology and transformation programmes.
• Lead end-to-end planning and delivery across multiple concurrent workstreams, with governance, milestones and reporting.
• Apply mixed governance and budgeting disciplines with agile delivery to achieve outcomes.
• Manage dependencies, risks, issues and change requests with timely resolution.
• Own programme budgets and resources, monitor performance and advise stakeholders.
