Job summary

Land Transport Authority (LTA) is seeking a Learning Strategy and Planning professional to drive a systemic shift in how the organisation approaches learning and capability development. Qualifications

• Knowledge in Organisational Psychology and Organisational Development preferred.
• Familiarity with AI tools utilisation and adoption.
• Experience with workplace learning methodologies and performance measurement frameworks.
• Awareness of current learning trends and developmental approaches.
• Adaptable, creative, and able to execute new ideas effectively.
• Strong written and presentation skills, with ability to engage diverse stakeholders.
• For deputy managers: 3–5 years in learning and development; for managers: 7+ years and L&D certifications.

Responsibilities

• Conduct capability diagnostics and pulse on learning to map the landscape.
• Design nimble and contextualised learning interventions and playlists.
• Measure learning outcomes with clear metrics and track upskilling speed.
• Strengthen learning culture with a systems view and enabling practices.
