The Learning Strategy and Planning Team is part of LTA's Learning Office, and you will be at the forefront of driving a systemic shift in how the organisation approaches learning and capability development. The Learning Strategy and Planning Team is part of LTA's Learning Office, and you will be at the forefront of driving a systemic shift in how the organisation approaches learning and capability development. We are moving beyond traditional learning and development to embed continuous organisational learning in LTA.

Role

In this role, you will be instrumental in addressing key organisational challenges, including consolidating our learning landscape, strengthening a vibrant learning culture, and enhancing our agility to respond to emerging needs and transformation areas. You will take a systems view of learning, ensuring that capability gaps and opportunities, are systematically reviewed and that learning interventions drive measurable impact. Your scope of work will encompass four key pillars:

  • Conduct Capability Diagnostics and Pulse on Learning. You will either lead or be involved in developing and deploying frequent dipsticks to gather learning-related data across the organisation. This includes measuring and analysing skills and performance gaps against desired organisational outcomes, and establishing a consolidated view of the LTA learning landscape (what, who, where, how, when).
  • Design Learning Interventions and Approaches. You will either lead or be involved as a workplace learning partner to close identified capability gaps, and to design nimble and contextualised solutions, such as curating learning playlists and establishing action-learning project teams. The team would also need to respond rapidly to emerging needs and support LTA-wide transformation areas.
  • Measure Learning Outcomes. You will either lead or be involved in defining clear behavioural and performance metrics to evaluate the impact of learning interventions, track the speed of upskilling across the organisation, and establish systematic reviews of performance gaps and the effectiveness of deployed solutions.
  • Strengthen Learning Culture and Vibrancy. You will either lead or be involved in applying a systems lens to cultivate a healthy organisational learning culture, and implement strategies that target individual motivation, foster supportive team environments, and build organisational enablers.
[What you will be working on]

This role also involves direct partnering with LTA senior management and engaging of Groups, Divisions and colleagues very closely. To be part of our team, you should enjoy working with diverse groups of leaders and people to forge deep understanding of their operations and help create meaningful change within the organisation. You would need to be comfortable with creating communication materials and coming up with systematic processes, synthesizing information and data from diverse sources, and have strong communication skills to engage management and other stakeholders.

[What we are looking for]
  • Knowledge in Organisational Psychology, Organisational Development preferred
  • Strong advocate of and familiarity in AI tools utilisation and adoption
  • Familiarity with workplace learning methodologies, performance measurement frameworks, and diverse learning solutions
  • Currency on the latest learning trends and shifts in developmental approaches
  • Adaptable, creative, open to new ideas and able to execute effectively
  • Analytical and excellent writing and presentation skills
  • Comfortable in engaging people of different levels
  • For deputy manager applicants, 3 to 5 years of experience in learning and development
  • For manager applicants, more than 7 years of experience in learning and development and professional certifications in Learning and Development (e.g., CIPD, ATD CPTD, or similar)
