Job summary

Land Transport Authority in Singapore is seeking an HR professional to join the Learning and Career Development Division. The role focuses on driving competency- and career-related initiatives, building competency frameworks, and implementing a career development framework across the organisation.

You will lead competency assessments, leverage data and AI-enabled tools to identify staff development needs, and collaborate with business units to strengthen workforce capabilities while delivering

Qualifications

• Tertiary qualification in any discipline.
• At least 2 years of relevant experience in learning, career and competency development.
• Excellent written and verbal communication, presentation and interpersonal skills, with the confidence to engage stakeholders and present to management staff.
• Comfortable working with data to derive insights, present recommendations and support decision-making.
• Strong analytical, problem-solving and project management abilities.
• Highly adaptable and able to work independently, and deliver quality outcomes within tight timelines.
• Proficient in Microsoft Excel, Powerpoint and other Microsoft Office applications.
• Preferably familiar with HR systems (e.g. Workday) and data visualisation tools such as Tableau or Power BI; experience with AI-enabled tools would be an advantage.

Responsibilities

• Develop organisational capabilities by driving competency- and career-related initiatives across LTA.
• Implement competency-driven career management framework and related programs.
• Develop, review and implement competency frameworks, learning catalogs, and career pathways.
• Initiate large-scale competency assessments and analyse data to identify development needs.
• Collaborate with business units and stakeholders to enhance frameworks and close competency gaps.
