Blokees Singapore is seeking an experienced HR Business Partner to drive overseas regional manpower planning, staffing, and localization for rapid business expansion. You will partner with regional leaders to optimize team structures and ensure compliant, scalable HR practices across borders.

1. Organizational Manpower Construction: Deeply engage with overseas regional businesses, undertake manpower demands, formulate staffing plans and optimize team structure, build a localized manpower system adapted to overseas business development, and support large-scale business expansion.
2. Full-cycle Talent Management: Manage the full-cycle personnel changes of overseas local employees, including recruitment, onboarding, probation confirmation, transfer and resignation, to ensure standardized implementation of daily HR operations.
3. Team Building & Talent Development: Establish a localized system for employee care, motivation and retention, conduct employee communication, team atmosphere building and local cultural implementation; implement talent inventory, talent echelon construction and employee training empowerment, identify core talents, and reduce core staff turnover.
4. Organizational Efficiency & Performance Management: Assist in establishing the performance appraisal system for overseas teams, follow up performance implementation and optimization; conduct regular manpower data analysis, identify efficiency deficiencies, deliver improvement solutions, and continuously improve overseas organizational efficiency.
5. Compliance & Risk Control: Be familiar with local overseas labor laws and regulations, avoid employment risks, handle labor relations, disputes and abnormal employee issues, conduct risk prediction and closed-loop management, and ensure compliant and stable overseas employment operations.
6. System Implementation & Collaborative Empowerment: Implement corporate HR management systems and optimize them to adapt to local overseas conditions; collaborate with headquarters HR, business and administrative departments to resolve various manpower and employee-related issues, and provide solid organizational and talent support for overseas business development.
1. Education: Bachelor’s degree or above, major in Human Resources, Business Administration, Psychology or related fields is preferred.
2. Work Experience: Minimum 5 years of HRBP working experience; experience in overseas business, cross-border enterprises or foreign trade industries is preferred; proficient in full-spectrum HR practices and capable of independently supporting business teams.
3. Professional Competencies: Familiar with full-cycle HR operations and basic overseas local employment rules and labor regulations; experienced in talent inventory, performance management, team building and employee relations, able to independently solve various overseas manpower issues.
4. Language Proficiency: Excellent Chinese and English listening, speaking, reading and writing skills, competent for overseas employee communication, English document processing and cross-regional collaboration.
5. Comprehensive Qualities: Possess strong business acumen, empathy and cross-departmental coordination skills; able to work under pressure with rigorous logic and careful working attitude; equipped with outstanding problem-solving and risk management capabilities, and adaptable to cross-timezone and cross-regional collaboration.
