Job summary

FS TECH PTE. LTD. is seeking a senior HR leader to manage Singapore and broader APAC HR operations. You will implement unified HR policies, drive local rollout, coordinate with HQ teams, and adapt programs to regional business and legal environments.

You will lead workforce planning, recruitment for key roles, and the operation of performance, incentive and talent development mechanisms, while ensuring compliance and effective employee relations across the APAC region.

Qualifications

• Bachelor’s degree in HR or related field.
• 5+ years HR experience, Singapore or APAC region.
• Multi-module HR management experience: planning, recruitment, performance, payroll/ops.
• Experience in multinational or regional organizations.
• Knowledge of local Singapore employment regulations.
• Fluent in English and Chinese for daily communication.
• HQ alignment and cross-cultural coordination capabilities.
• Willingness to travel within APAC.

Responsibilities

负责新加坡及其他亚太区域人力资源管理工作，承接公司统一的人力政策、制度及管理标准，并结合当地业务和法律环境推动落地。

主要工作包括：

1. 负责区域组织及人力规划；

2. 负责关键岗位招聘、人才配置及人才盘点；

3. 推动绩效、激励及人才发展机制运行；

4. 建设和优化区域人力政策、流程及运营体系；

5. 负责本地用工合规、员工关系及相关风险管理；

6. 协调总部HRBP、COE、SSC、行政、法务及财务等专业资源；

7. 随业务发展逐步支持亚太其他国家。

Responsible for human resources management in Singapore and other Asia-Pacific regions. Implement the company’s unified HR policies, regulations and management standards, and drive local rollout in light of regional business conditions and legal requirements.

Key Responsibilities

1. Oversee regional organizational and workforce planning;

2. Manage recruitment, talent staffing and talent review for key positions;

3. Drive the operation of performance, incentive and talent development mechanisms;

4. Establish and optimize regional HR policies, workflows and operation systems;

5. Take charge of local employment compliance, employee relations and associated risk management;

6. Coordinate professional resources including corporate HRBP, COE, SSC, Administration, Legal and Finance teams;

7. Extend support to other Asia-Pacific countries progressively alongside business expansion.

Qualifications

（一）基本要求：

1. 本科及以上学历，人力资源、工商管理、企业管理等相关专业优先。

2. 具备5年以上人力资源工作经验，拥有新加坡或其他亚太地区工作经验。

3. 具备组织规划、招聘配置、绩效激励、员工关系、人力运营等多模块综合管理经验。

4. 有跨国公司、中国企业海外业务或区域型组织工作背景。

5. 熟悉新加坡本地用工、员工关系。

6. 能够使用中文和英文开展日常沟通、会议及工作汇报。

7. 具备总部协同、跨文化沟通及专业资源整合能力。

8. 能够适应快速变化和体系建设阶段的工作环境，并接受亚太其他区域内出差。

（二）优先条件：

• 具备稳定合法工作资格；

• 有亚太其他国家的人力管理经验；

• 有从0到1搭建海外组织、人力或行政体系的经验；

• 有中国企业总部与海外团队协同经验；

• 有科技、制造、通信、物流、跨境电商或B2B业务背景；

• 熟悉HRIS、人力数据分析或区域人才管理；

• 具备英文制度撰写、英文汇报或英文面试能力。

（I) Basic Requirements

1. Bachelor’s degree or above; majors in Human Resources, Business Administration, Enterprise Management and other related disciplines are preferred.

2. A minimum of 5 years of professional HR working experience, with work experience in Singapore or other Asia-Pacific regions.

3. Comprehensive cross-module management experience covering organizational planning, recruitment & staffing, performance & incentive management, employee relations and HR operations.

4. Working background in multinational corporations, overseas branches of Chinese enterprises or regional organizations.

5. Sound knowledge of local employment regulations and employee relations practices in Singapore.

6. Competent in daily communication, meetings and work reporting in both Chinese and English.

7. Capabilities in headquarters alignment, cross-cultural communication and professional resource integration.

8. Able to adapt to a fast-paced, evolving working environment during system development, and accept business travel within Asia-Pacific regions.

(II) Preferred Qualifications

1. Possess valid and stable legal work authorization;

2. Prior HR management experience in other Asia-Pacific countries;

3. Experience building overseas organizational, HR or administrative systems from scratch;

4. Proven experience coordinating between headquarters of Chinese enterprises and overseas teams;

5. Working background in technology, manufacturing, telecommunications, logistics, cross-border e-commerce or B2B industries;

6. Familiarity with HRIS, workforce data analytics or regional talent management;

7. Ability to draft HR policies in English, deliver presentations in English and conduct English-language interviews.
