Day-to-day owner of the Human Capital function — full generalist remit covering recruitment, onboarding, payroll administration, records and employee support. Hands-on role in a lean, small team with no specialist support structure; owns end-to-end process personally while directing the team, handles sensitive matters directly, and builds team capability through training. Accountable for running the function well and statutory compliance. Strategic direction, org design and exception matters sit with Management.
Duties & Responsibilities
Recruitment and Onboarding
- Manage end-to-end recruitment cycle (job postings, sourcing, interview coordination, offer admin)
- Conduct onboarding/induction; manage offboarding and exit admin
- Support HODs on job descriptions, headcount requests, team structure
Payroll and Benefits Administration
- Prepare/submit monthly payroll inputs to third-party vendor; verify outputs
- Administer CPF contributions, statutory deductions, annual tax filings (IR8A, IR21)
- Administer leave, claims, medical benefits; maintain entitlement records
- Manage payroll vendor relationship (issue resolution, service performance)
- Support manpower budgeting and headcount cost tracking with Finance
HC Operations, Records and Compliance
- Maintain HC filing/records; ensure data integrity in HC System
- Maintain/apply Employee Handbook, HC policies, SOPs
- Ensure compliance with Employment Act, CPF regulations, EP requirements, Manpower laws
- Prepare HC reporting, statutory submissions, surveys
Team Leadership and Development
- Supervise HC team, allocate work, review output for accuracy/timeliness
- Guide team on process/approach; build capability via coaching and structured training
- Handle sensitive/confidential matters personally
Employee Support and Relations
- First point of contact for staff queries (employment terms, benefits, leave, payroll, policy)
- Provide practical HC guidance to HODs on day-to-day people matters
- Escalate formal matters to Chief of Staff
Performance and Development Support
- Administer annual performance review cycle (timelines, documentation, records)
- Coordinate staff learning/capability development, course admin, grant applications
- Support confirmation, promotion, salary review exercises
Statutory and External Liaison
- Liaise with MOM, MINDEF, SSG, SNEF on employee matters
- Manage relationships with insurers, benefit providers, other HC vendors
Employee Engagement
- Plan/implement staff social and recreational activities
- Support internal communications on HC mattersOther duties as assigned
Requirements
Qualifications
- Diploma or Bachelor's degree, preferably HR, Business Admin or related field
- IHRP certification advantageous
- Singaporeans and PR only
Experience
- Min 5 years HR experience in a generalist capacity
- Experience in a small HR team, including supervising/developing juniors — essential
- Demonstrated ownership of full generalist remit personally (not through specialist functions/shared services)
- Hands-on payroll experience, including vendor-managed payroll — essential
- Experience in not-for-profit, charity, sports or membership-based org — advantage
Technical Knowledge
- Employment Act and Singapore employment legislation
- CPF regulations and statutory contributions
- Payroll processing and annual tax filing (IR8A, IR21)
- Employment pass framework and MOM application processes
