Key Responsibilities
Talent Acquisition & Employee Lifecycle
- Oversee the end-to-end hiring process, including job advertising, candidate sourcing, interview arrangements, selection and offer management.
- Prepare employment agreements, appointment letters and contract renewals.
- Manage work pass and visa applications, renewals and cancellations.
- Facilitate new hire onboarding and orientation, as well as employee exits and offboarding.
- Work closely with Heads of Department on manpower planning, job descriptions and organisational requirements.
Payroll & Employee Benefits
- Consolidate monthly payroll information and liaise with the outsourced payroll provider to ensure accurate and timely payroll processing.
- Review payroll outputs and oversee CPF contributions, statutory deductions and annual tax submissions, including IR8A and IR21.
- Manage employee leave, medical benefits and claims, ensuring records and entitlements are properly maintained.
- Act as the key liaison with the payroll provider, resolving discrepancies and following up on service-related matters.
- Partner with Finance on manpower budgets, headcount planning and personnel cost monitoring.
HR Operations & Compliance
- Oversee the maintenance of employee records, HR documentation and HRIS data, ensuring information remains accurate and up to date.
- Develop, implement and maintain HR policies, procedures, the Employee Handbook and relevant SOPs.
- Ensure HR practices and processes remain aligned with Singapore employment legislation, CPF requirements and work pass regulations.
- Prepare HR reports, statutory submissions and manpower-related surveys when required.
HR Team Management
- Lead and supervise the HR team, delegating responsibilities and reviewing work to ensure accuracy and timely completion.
- Provide guidance and coaching to junior team members, supporting their professional and technical development.
- Establish consistent standards for HR processes, documentation and service delivery.
- Take ownership of sensitive, confidential and complex HR matters requiring direct involvement.
Employee Relations & HR Advisory
- Provide employees with guidance on HR matters including employment terms, compensation and benefits, leave, payroll and company policies.
- Partner with Heads of Department to address day-to-day employee relations and people-related matters.
- Manage employee concerns appropriately and elevate complex cases to the Chief of Staff when necessary.
Performance & Learning
- Coordinate the annual performance appraisal process, including timelines, documentation and follow-up.
- Support employee development initiatives, including training coordination and relevant funding or grant applications.
- Facilitate confirmation, promotion and salary review processes.
Government & Vendor Management
- Handle HR-related correspondence and matters with government bodies such as MOM, MINDEF, SSG and SNEF.
- Maintain working relationships with insurers, benefits providers, payroll vendors and other external HR service providers.
Employee Engagement & Communication
- Organise employee engagement initiatives, staff activities and recreational programmes.
- Support the communication and implementation of HR policies, initiatives and internal announcements.
- Take on other HR-related responsibilities as assigned by the General Secretary, Deputy General Secretary and Chief of Staff.
Requirements
- Diploma or Bachelor’s degree in Human Resources, Business Administration or a related field
- At least 8 years of HR generalist experience covering a broad range of HR functions.
- Experience in a lean HR environment, with proven ability to supervise, guide and develop junior HR team members.
- Comfortable managing HR matters independently across the full employee lifecycle.
- Sound knowledge of Singapore employment legislation and HR practices.
- Strong interpersonal, organisational and stakeholder management skills.
