EGP SMART ENERGY PTE. LTD invites an experienced HR & Admin Executive to manage end-to-end HR and administrative tasks in Singapore. The role emphasizes execution, accuracy and compliance across payroll, recruitment, work passes, training, and office administration.
You will work closely with the Corporate Services HOD, drive SOPs, budget tracking, and internal communications. Diploma or degree in HR/BA preferred, with at least 3 years' hands-on experience in Singapore.
We are looking for a hands-on, dependable, hardworking and proactive HR & Admin Executive to execute the full spectrum of Human Resources and Administration functions. This is an execution-focused role that will work closely with the Corporate Services HOD. The successful candidate is expected to personally execute day-to-day HR and administrative tasks, take ownership of assigned matters, demonstrate initiative, a positive and responsible working attitude and a can-do mindset, and independently follow through from initiation to completion while ensuring a high level of accuracy, timeliness and compliance with applicable requirements.
Execute day-to-day HR operations and ensure compliance with the Singapore Employment Act, MOM regulations, CPF requirements and other applicable employment requirements.
Maintain and update HR policies, procedures, employee records and documentation, and support the implementation of practical HR SOPs and controls.Monitor statutory and HR-related deadlines and follow through until completion, escalating issues promptly where required.
Handle end-to-end recruitment, including job postings, candidate sourcing, interview coordination, selection administration and preparation of employment documentation.
Coordinate employee onboarding and offboarding and ensure all required documentation and internal arrangements are properly completed.
Coordinate employer branding and recruitment initiatives where required.
Handle monthly payroll processing, including verification of payroll information and preparation of payroll reports, ensuring accuracy and timely completion.
Prepare and submit CPF contributions and other payroll-related statutory submissions.
Administer employee benefits, medical and insurance matters and respond to employee enquiries.
Prepare and submit government-paid leave claims, NS claims, tax clearance, IR8A and other applicable employee-related claims or filings.
Handle work pass applications, renewals, cancellations and related MOM matters for foreign employees.
Maintain proper supporting documents and monitor work pass expiry dates and regulatory requirements.
Follow up on applications and outstanding matters until completion.
Coordinate performance appraisal exercises and maintain relevant records and follow-up.
Identify and coordinate internal and external training arrangements, course registrations and training records.
Administer training budgets and applicable training grants or claims, including Absentee Payroll claims.
Coordinate and implement employee development, career progression and other HR initiatives as required.
Handle day-to-day employee relations matters and employee queries, and support the HOD/Management in grievance and disciplinary matters.
Coordinate and execute internal communication, employee engagement, team-building activities and festive or company events.
Handle employee matters professionally and maintain confidentiality at all times.
Maintain accurate employee records, HR databases and personnel files.
Prepare HR reports, manpower information and HR data for management.Prepare the annual HR and Administration budget for review and approval by the HOD, and monitor actual expenditure against the approved budget.
Complete HR-related government surveys and statistical submissions required by MOM, BCA and other authorities.
Execute and coordinate day-to-day office administration to ensure smooth office operations.
Coordinate office facilities, maintenance, vendors, office supplies, pantry, meeting rooms and general administrative matters.
Liaise with landlords, building management, contractors and external service providers.
Coordinate company insurance renewals and claims administration, and maintain records of licences, memberships, permits and statutory renewals.
Coordinate business travel arrangements, accommodation, visa applications and travel insurance for employees and management.
Handle corporate gifts sourcing, purchasing, inventory and tracking.
Coordinate and support ISO / Integrated Management System activities, audits, documentation, corrective actions and related administrative requirements.
Identify gaps in existing HR and administrative processes and implement and follow through on the implementation of practical improvements and SOPs.
Handle and coordinate in HR and Corporate Services projects and collaborate with other departments as required.
Perform other HR, administration and ad-hoc duties assigned from time to time.

Minimum 3 years of hands-on HR & Administration experience in Singapore, with practical experience in payroll/CPF, recruitment, work pass administration and general HR operations.
Good working knowledge of Singapore employment legislation, MOM regulations, CPF requirements and work pass processes.
Hands-on experience in payroll, recruitment, work pass administration, training coordination and general HR operations.
Experience with HR / payroll systems such as Info-Tech or similar HRIS would be advantageous.
Good interpersonal and communication skills, with the ability to work effectively with employees at all levels.
Detail-oriented, organised and able to manage multiple priorities and deadlines.
Strong attention to detail and accuracy, particularly in payroll, statutory submissions, employee records and compliance-related matters.
