Job summary

A leading asset management company in Singapore is seeking a qualified professional to lead asset decommissioning processes. You will ensure compliance with financial regulations and develop disposal plans while coordinating with various stakeholders. The ideal candidate holds a degree in Accountancy or related fields, possesses strong project management skills, and is detail-oriented. This is an 11-month contract position.

Job description

Job Description

1. Lead the end-to-end process for asset decommissioning, including asset identification, tagging, condition assessment, and physical verification.

2. Ensure full compliance with the Government Instruction Manual on Finance (IM on Finance), including accurate and timely accounting of fixed asset disposals.

3. Coordinate with relevant ministries/departments to apply appropriate depreciation, valuation, and derecognition in accordance with Singapore Financial Reporting Standards (SFRS) for Statutory Boards or Ministries.

4. Develop and implement disposal plans that follow prescribed procedures (e.g. transfer, sale, auction, write-off), and secure all necessary approvals prior to asset disposal.

5. Maintain robust audit trails for every disposal transaction, ensuring traceability, proper documentation, and alignment with public sector audit requirements.

6. Respond promptly and effectively to audit observations or queries from internal and external auditors

Requirements

1. A recognized Degree in Accountancy, Finance, Business Administration, Building / Construction Management Public Administration, or related disciplines.

2. Strong understanding of public sector procurement and financial governance, with proven ability to ensure strict compliance with regulatory frameworks.

3. Familiarity with Government Instruction Manuals (Procurement and Finance), Government IM circulars, and internal audit processes.

4. Effective project management skills, meticulous, organised, and detail-oriented, with a strong sense of accountability and integrity.

5. Ability to engage and coordinate with diverse stakeholders, including technical teams, finance officers, auditors, contractors, and regulatory agencies.

6. Proactive, independent, adaptable, and able to manage concurrent workstreams under tight timelines.
