Position Title: Estate Manager (Dormitory)

Job Summary
The Dormitory Estate Manager is responsible for the overall management, maintenance, safety, security, and operational efficiency of a migrant worker dormitory. The incumbent will oversee daily estate operations, supervise site personnel and contractors, ensure compliance with regulatory requirements, and maintain a safe, clean, and conducive living environment for residents.
The role requires strong leadership, stakeholder management, problem-solving abilities, and a commitment to operational excellence and resident welfare.
Key Responsibilities
Estate Operations & Facilities Management
- Manage the day-to-day operations of the dormitory and ensure smooth functioning of all facilities and services.
- Conduct regular inspections of residential blocks, common areas, facilities, and infrastructure.
- Coordinate and supervise maintenance works, repairs, upgrading projects, and preventive maintenance programmes.
- Ensure cleanliness, housekeeping, landscaping, and environmental hygiene standards are maintained at all times.
- Monitor utility consumption and recommend initiatives to improve operational efficiency.
Resident Management
- Oversee resident onboarding and offboarding processes.
- Address residents' feedback, concerns, and service requests in a timely and professional manner.
- Foster a safe, respectful, and harmonious living environment.
- Support the implementation of resident engagement and welfare initiatives where required.
Compliance & Regulatory Requirements
- Ensure compliance with all applicable laws, regulations, FEDA dormitory licence conditions, and company policies.
- Maintain proper records, reports, permits, and documentation required by relevant authorities.
- Conduct routine audits and inspections to ensure compliance with safety, health, and operational standards.
- Liaise with government agencies, clients, auditors, and external stakeholders as required.
Safety & Emergency Preparedness
- Ensure effective implementation of workplace safety and health practices.
- Manage emergency response procedures, incident reporting, and crisis management plans.
- Coordinate fire safety inspections, emergency drills, and evacuation exercises.
- Investigate incidents and implement corrective and preventive measures.
Staff & Contractor Management
- Supervise estate personnel, cleaners, security officers, technicians, and service providers.
- Monitor contractor performance and ensure service standards are met.
- Provide guidance, training, and performance management for site staff.
- Prepare duty rosters and manpower deployment plans where necessary.
Administrative Management
- Assist in budget preparation and expenditure monitoring.
- Review quotations, service contracts, and procurement requirements.
- Ensure cost-effective management of estate operations while maintaining service quality.
- Prepare operational reports and management updates.
Job Requirements
Qualifications
- Diploma, Advanced Diploma, Degree, or equivalent qualification in Facilities Management, Estate Management, Building Services, Property Management, Engineering, Business Administration, or related disciplines.
Experience
- Minimum 3 years of relevant experience in estate management, facilities management, property management, dormitory management, or related operational environments.
- Experience managing teams, contractors, and stakeholders will be advantageous.
