GovTech is seeking a Director, HR Business Partnering in Singapore to lead the HRBP function for a portfolio of business divisions. You will translate business priorities into a focused people agenda, advise senior leaders on workforce and organisation decisions, and build a high-performing HRBP team.

You will drive workforce planning, organisation design and change management, partnering with POD to deliver integrated people solutions and governance across the portfolio.

Qualifications

• At least 15 years of progressive HR experience, including partnering senior leaders in a complex organisation and leading HRBP teams.
• Evidence of translating business strategy into workforce decisions with measurable improvements in outcomes.
• Depth in workforce planning, organisation design, change management, performance and talent management.
• Credibility to influence senior leaders, make clear recommendations under ambiguity, and maintain governance discipline.
• Experience managing complex employee matters with discretion, risk judgment and governance.
• Ability to interpret workforce data and test assumptions to make practical recommendations.

Responsabilités

• Translate business priorities into a focused people agenda with clear outcomes, ownership and measures.
• Advise senior leaders on workforce, organisation and leadership decisions shaping delivery.
• Lead and develop a team of HR Business Partners (HRBPs).
• Lead workforce reviews and scenario planning with business leaders to shape headcount and capability.
• Advise on organisation structures, role clarity and decision rights; assess impact of AI on work and skills.
• Diagnose issues affecting organisational performance using data and insights; propose interventions.
• Lead people dimensions of transformation and restructuring with effective change management.
• Coach senior leaders through difficult people decisions and strengthen manager accountability.
• Provide senior counsel on complex employee matters, ensuring fairness and policy alignment.
