Job summary

GovTech Singapore is seeking a Director, HR Business Partnering to lead people strategy and HRBP delivery for an assigned portfolio of business divisions. You will partner with senior leaders to translate priorities into a focused people agenda, anticipate risks and guide decisions with data-driven insights.

You will lead workforce planning, organisation design and the people dimensions of transformation, while driving performance, talent management and governance across the division.

Qualifications

• Translate business priorities into a focused people agenda with clear outcomes, ownership and measures.
• Anticipate workforce and organisational risks and present recommendations to leadership.
• Lead workforce reviews, scenario planning and cost alignment with delivery priorities.
• Advise on organisation structures, role clarity and decision rights in a tech-enabled environment.
• Diagnose issues affecting organisational performance using workforce data and evidence.
• Lead people dimensions of transformation, restructurings and workforce transitions.
• Drive robust performance, talent and succession discussions across the portfolio.
• Provide senior counsel on complex employee matters with sound governance.
• Set standards for advice, responsiveness and delivery, coaching HRBPs to diagnose needs.

Responsibilities

• Translate business priorities into a focused people agenda with clear outcomes, ownership and measures.
• Act as a trusted adviser to senior leaders, balancing portfolio needs with wider GovTech priorities.
• Lead workforce reviews and scenario planning, shaping workforce size, capability mix, deployment and cost.
• Advise on organisation structures, role clarity, and decision rights amid technology changes including AI.
• Diagnose issues affecting organisational performance using workforce data and business evidence.
• Lead the people dimensions of transformation and restructuring; manage implementation and transitions.
• Lead robust performance, talent and succession discussions; strengthen management accountability.
• Provide senior counsel on complex employee matters, ensuring fair, evidence-based recommendations.
