JOB SCOPE

• Develop andmaintainCAPEX and OPEX cost estimates for major and portfolio projects across all phases (feasibility, concept, FEED, execution, close-out).
• Collaborate with project teams, engineering, procurement, and contractors tocollect data,validateassumptions,and integrate technical and commercial inputs.
• Build andmaintaincost models, databases, benchmarks, and norms to improve estimate accuracy and competitiveness.
• Developand manage project budgets aligned with approved scope, funding, and execution plans.
• Develop estimate plans and bases to clearly document methodologies and assumptions.
• Establish and implement effective cost control systems to track actual costs, commitments,and forecasts against the approved budgets.
• Provide regular cost reporting, highlighting variances,trends,and corrective actions to stakeholders.
• Support portfolio prioritization and decision-making by analyzing cost implications across multiple projects and proposing cost optimization strategies.
• Evaluate contractor and vendor proposals for cost compliance, competitiveness, andalignment with project estimates.
• Support risk management byidentifyingcost-related risks and opportunities and incorporatingthem into estimates, budgets, and forecasts.
• Collaborate with planning, procurement, engineering, and construction teams for integrated project controls.
• Prepare cash flow forecasts to support financial planning and funding approvals.
• Ensure all cost activitiescomply withcompany policies, procedures, and industry standards.
• Contribute to lessons learned, continuous improvement, anddevelopmentof best practices in cost engineering.
• Support development of probabilistic cost analysis.

REQUIREMENTS

• Engineering Degree or equivalent experience with minimum 8years ofindustry experience.
• Experience in Front-End Engineering and Execution.
• Excellent analytical,oral,and written communication skills.
• Good working knowledge of Cost Estimating and control principles,techniquesand industrycost estimating /controlstools.
• Practical understanding of all phases of the project delivery process.
• Good networking and influencing skills.
