Job description

The Singapore Disability Sports Council (SDSC) seeks a highly organized and results-oriented Corporate Services Deputy Director / Senior Assistant Director / Assistant Director (Finance & Admin-focused) to play a critical role in overseeing the financial, human resource, governance, and operational administration of our Council.

In this pivotal role, you'll be the mastermind behind:

  • Guiding our financial health: Overseeing budgets, managing cash flow, and ensuring accurate financial reporting.
  • Ensuring smooth operations: Managing HR functions, collaborating with vendors, and tackling special projects.
  • Upholding strong governance: Ensuring compliance with regulations and best practices.
Financial Management and Control (50%)
  • Manage month-end and year-end closing procedures, including reconciliations and the preparation of financial statements, ensuring accuracy and completeness, and compliance with standards and operating procedures.
  • Oversee daily financial operations, encompassing accounting, reporting, ensuring precision, timeliness, and compliance with accounting and tax regulations.
  • Prepare management, statutory, and other reports as required by the Board and Committees or pursuant to applicable regulations.
  • Coordinate audits, ensuring adherence to financial regulations.
  • Support in cash flow management, providing projections for planning to optimise working capital gains.
  • Set and monitor annual budgets and expenses.
  • Administer financial systems, maintaining their accuracy and functionality.
  • Collaborate with other teams to optimise budgeting, cost monitoring, and control, and oversee budgets of special projects when necessary
Governance Development and Oversight (40%)
  • Ensure compliance with relevant laws and regulations, including the Charities Act, Charities (IPC) Regulations, Societies Act, and Code of Governance for Charities & IPCs.
  • Prepare reports and minutes for the board, selected committees and General meetings, as may be required.
Human Resource Policies and Administration (10%)
  • Ensure compliance with MOM and relevant laws and regulations
  • Implement and oversee compensation and benefits frameworks.
  • Manage staff recruitment, engagement, and payroll administration.
Additional Responsibilities
  • Collaborate with vendors to ensure the proper management of insurance, IT, and data management systems.
  • Undertake additional ad hoc tasks as required by the Executive Director.
Requirements
  • Degree in Accounting, Finance or related field, preferably with professional accounting certification
  • Minimum of 5 years of relevant managerial experience
  • Experience in HR and charities governance is advantageous, with a preference for candidates who have sector-specific experience
  • Proficiency in MS Office and ERP software
  • Strong leadership, communication and interpersonal skills
  • Positive attitude and ability to work in a fast-paced environment
