Job summary

RRecruiter in Singapore seeks an experienced HR Manager to lead the HR function for an established construction company, overseeing the HR team and ensuring full-spectrum operations, workforce administration and compliance.

You will drive recruitment, onboarding, payroll, benefits, employee relations, and oversee work pass administration while liaising with management and authorities. The role requires handling a multicultural workforce and advancing ISO/compliance programs.

Qualifications

• 8–10 years of experience in an HR Manager role.
• Construction industry experience is essential.
• Experience across full-spectrum HR, payroll, employee relations and foreign workforce management.
• Strong working knowledge of Singapore employment requirements, MOM work passes and BCA administration.
• Experience with Info-Tech and ISO compliance; exposure to ISO 9001 and/or ISO 45001 is an advantage.
• Strong leadership, communication and problem-solving skills, with the ability to manage complex employee matters independently.

Responsibilities

• Lead recruitment, onboarding, transfers, offboarding, payroll, bonuses, benefits and performance management.
• Maintain employment contracts, employee handbooks and HR policies.
• Manage employee relations, grievances and sensitive matters across a multicultural workforce.
• Oversee work pass applications, renewals and cancellations, expatriate administration and foreign worker accommodation.
• Manage HR and payroll systems, preferably Info-Tech, and maintain accurate employee records.
• Coordinate HR-related ISO documentation, audits and corrective actions, taking interim ownership of ISO responsibilities.
• Handle BCA and construction workforce administration, including certifications and regulatory documentation.
• Liaise with management, government authorities, agencies, consultants and auditors.
