Job summary

ONCOD PTE. LTD. is seeking an experienced HR professional to oversee recruitment, payroll and worker management for a large Singapore-based construction workforce.

You will ensure compliance with local acts and MOM regulations, manage foreign worker passes and quota, and lead HR initiatives across multiple projects. Fluency in English and Mandarin is advantageous in stakeholder communications.

Qualifications

• Diploma or Degree in HRM, Business Admin or related field.
• 5+ years of HR experience, including 3+ years in Singapore's construction industry.
• Strong knowledge of Singapore Employment Act, MOM regulations, CPF requirements.
• Hands-on experience in payroll processing and foreign worker management.
• Familiar with BCA regulations, WICA and dormitory management.

Responsibilities

• Oversee the full spectrum of HR functions: recruitment, payroll, employee relations, performance management and HR administration.
• Manage recruitment, onboarding, transfers, resignations and terminations for local and foreign employees.
• Handle Work Permit, S Pass and Employment Pass applications, renewals, cancellations and related matters.
• Ensure compliance with Singapore Employment Act, MOM regulations, CPF requirements and construction industry regulations.
• Manage monthly payroll, overtime, allowances, CPF contributions, income tax and statutory submissions.
• Monitor foreign worker quota, levy, manpower allocation and workforce planning across construction projects.
• Handle employee grievances, disciplinary matters and workplace disputes.
• Coordinate work injury compensation claims (WICA), insurance, medical matters and MOM inspections.
• Oversee workers' accommodation, dormitory arrangements and related administrative matters.
• Develop and implement HR policies, procedures and employee performance management systems.
• Liaise with government authorities, including MOM, CPF Board, IRAS and BCA.
• Lead the HR team and provide HR reports and manpower updates to management.
