Job summary

GH ENGINEERING PTE LTD in Singapore seeks an experienced HR professional to oversee full HR functions across recruitment, payroll, and employee relations within busy construction projects.

The role requires 5+ years HR, including 3+ in construction, with strong knowledge of MOM, Singapore Employment Act, CPF; you will lead a team of HR staff and ensure regulatory compliance while supporting a large workforce.

Qualifications

• Diploma or degree in HRM, business administration or related field.
• Minimum 5 years of HR experience, including 3 years in Singapore's construction sector.
• Strong knowledge of Singapore Employment Act, MOM regulations, CPF requirements.
• Experience with payroll processing and foreign worker management.
• Ability to lead a team and manage stakeholders.

Responsibilities

• Oversee HR functions including recruitment, payroll, ER, performance, and admin.
• Manage recruitment, onboarding, transfers, resignations and terminations.
• Handle Work Permit, S Pass and Employment Pass applications and renewals.
• Ensure compliance with Singapore Employment Act, MOM, CPF and construction regs.
• Manage monthly payroll, overtime, allowances, CPF and tax submissions.
• Monitor foreign worker quota, levy, manpower allocation and project staffing.
• Handle employee grievances, disciplinary matters and welfare.
• Coordinate WICA claims, insurance, medical matters and MOM inspections.
• Oversee workers' accommodation and dormitory arrangements.
• Develop and implement HR policies and performance management systems.
• Liaise with MOM, CPF Board, IRAS and BCA.
• Lead HR team and provide reports to management.
