Job summary

Singapore Land Authority is seeking a Change Management Specialist to support the Land Title Registry transformation. You will work with internal and external stakeholders to build readiness and adoption of new systems and ways of working.

Responsibilities include developing a lifecycle change strategy, facilitating workshops, and coordinating training and go-live activities. Strong communication, ADKAR familiarity, and stakeholder synthesis are essential for programme success.

Qualifications

• Experience in business transformation and change management.
• Experience engaging external stakeholders in digital transformation initiatives.
• Experience facilitating workshops and user validation activities.
• Strong written and verbal communication skills.
• Ability to coordinate stakeholder input and synthesise feedback.
• Familiarity with the ADKAR framework; certification is an advantage.
• This is a one year contract position.

Responsibilities

• Develop and execute a change management strategy across the programme lifecycle, including stakeholder engagement, communications, impact assessments, and organisational readiness.
• Plan and facilitate workshops, consultations, and co-design activities to gather industry insights and shape requirements.
• Coordinate user training and post-implementation engagement to ensure a smooth transition.
• Monitor engagement outcomes, maintain logs and issue registers, and prepare reports for programme leadership.
• Collaborate with internal and external parties to ensure adoption and successful transformation.
