Job Description

This role is strictly for experienced Business Analysts with prior Singapore Government or Public Sector project exposure. The position supports mission‑critical government digital platforms, including Common Services Provider (CSP) and Common Payment Gateway (CPG) systems, operating in a highly regulated, compliance‑driven environment.

Candidates must have hands‑on experience supporting internet‑facing government eServices, security‑sensitive systems, and payment or authentication gateway integrations. Applicants without relevant government domain experience or CAT 2 eligibility will not be shortlisted.

Key Responsibilities

1. Government Digital & Payment Platforms

• Analyse business requirements, system dependencies, and workflows for government digital and payment platforms
• Support vendor management, service request coordination, and issue resolution
• Assist in audit preparation, compliance reviews, and IM8 documentation
• Monitor system performance, availability, and operational metrics
• Support security remediation activities and compliance initiatives
• Analyse AWS resource utilisation and contribute to cost optimisation

2. Business Analysis & Delivery

• Gather, analyse, and document business requirements from government stakeholders
• Conduct gap analysis between current‑state and future‑state processes
• Develop functional specifications, user stories, and acceptance criteria
• Facilitate workshops, interviews, walkthroughs, and requirements validation sessions
• Produce process flows, use cases, and system documentation
• Support SIT/UAT, user training, and change management activities
• Perform data analysis and produce operational and management reports
• Work closely with technical teams on solution design and implementation

Mandatory Skills & Experience

Technical & Domain (Mandatory)

• Minimum 4 years of Business Analysis experience in Singapore Government or Public Sector projects
• Hands‑on knowledge of Government IM8 policies and compliance requirements
• Experience supporting internet‑facing government eServices
• Familiarity with AWS or GCC cloud environments
• Experience with authentication and identity integrations (Active Directory, Singpass, Corppass)
• Knowledge of OpenID Connect (OIDC) and SOAP API integrations
• Experience with payment gateway integrations, including GIRO, PayNow, and reconciliation processes
• Exposure to financial institutions or payment gateway platforms (e.g. banks, Stripe)
• Experience using CI/CD and security tools such as GitLab Wiki, Dependency Scanning, Fortify on Demand

Business Analysis

• Proven experience in process modelling and workflow documentation
• Strong data analysis skills using Excel, SQL, or BI tools
• Good understanding of system integration concepts and APIs
• CBAP, CCBA, or equivalent certification (advantageous)

Soft Skills

• Strong analytical, documentation, and problem‑solving skills
• Excellent stakeholder management and facilitation abilities
