A leading recruitment agency in Singapore is seeking an Assistant / Procurement Manager to develop and execute sourcing strategies, manage supplier partnerships, and ensure procurement governance. The Assistant / Procurement Manager – Strategic Sourcing & Governance is responsible for developing and executing sourcing strategies, managing supplier partnerships, and ensuring strong procurement governance. This role provides leadership in optimising procurement processes, enhancing value creation, and maintaining compliance with organisational standards and audit requirements.
Develop and implement procurement plans aligned with organisational objectives
Oversee strategic sourcing, tender management, and supplier selection activities
Establish and validate scopes of work and technical specifications with stakeholders
Lead commercial negotiations and contract finalisation processes
Ensure procurement practices meet governance, compliance, and audit standards
Build and maintain strong relationships with suppliers and service partners
Review and improve procurement workflows, controls, and approval processes
Manage contract lifecycle, including renewals, variations, and performance reviews
Prepare management reports, sourcing analyses, and cost-benefit assessments
Support internal and external audits related to procurement activities
Advise stakeholders on procurement best practices and risk management
Promote transparency, accountability, and ethical sourcing practices
Bachelor’s degree in Business, Supply Chain, Engineering, or a related field
Substantial experience in procurement, strategic sourcing, or contract management
Exposure to construction, engineering, or project-based environments is preferred
Strong leadership and stakeholder engagement capabilities
Proven negotiation and commercial management skills
Excellent analytical and reporting abilities
High ethical standards and strong governance awareness
Experience in managing procurement compliance and audit processes
Ability to manage multiple priorities in a dynamic environment
