The candidate will be responsible for overseeing Paragon’s day-to-day facilities and soft services operations, ensuring that service standards are maintained, contractors are effectively managed, incidents are promptly addressed, and mall operations remain reliable and well-supported.
Job Responsibilities:
Oversee daily facilities operations
- Ensure the mall and facilities are clean, safe, secure and well-maintained.
- Monitor housekeeping, pest control, waste management, security, car park and landscaping.
Manage service providers and contractors
- Supervise term contractors and ensure service levels are met.
- Review contractor performance, attendance, manpower deployment and service quality.
- Follow up on lapses and ensure timely rectification.
Handle procurement and vendor sourcing
- Prepare scopes of work, request quotations or proposals, and assist with evaluation of vendors.
- Ensure services are procured competitively and in line with company requirements.
Conduct inspections and follow-up actions
- Carry out regular walkabouts and inspections of common areas, back-of-house areas, toilets, car park and service corridors.
- Record defects, service lapses or safety concerns, and coordinate rectification works.
Support incident and emergency management
- Respond to operational incidents such as leaks, cleanliness issues, security matters, car park issues or tenant/public feedback.
- Assist in investigations and recommend preventive measures.
- Support emergency preparedness, drills and mall events where required.
Coordinate with internal and external stakeholders
- Work closely with operations, leasing, marketing, security, contractors, and tenants.
- Provide timely updates and elevate issues where needed.
Maintain documentation and reporting
- Keep proper records of inspections, incidents, contractor performance, quotations, service reports and follow-up actions.
- Prepare simple reports or updates for management review.
Requirements:
- Diploma or degree in Facilities Management, Building Services, Mechanical/Electrical Engineering, Estate Management or a related discipline.
- Registered Environmental Control Officer (Specific Premises) [ECO(SP)] is an added advantage.
- 2–4 years of relevant experience in facilities management
- Prior experience in a retail mall, commercial building, mixed-use development or high-traffic public environment would be preferred.
- Able to investigate incidents, identify root causes and propose practical preventive actions.
- Proven experience in vendor management
- Strong organization skills with attention to detail and ability to meet deadlines
- Excellent verbal and written communication skills
- Good analytical, interpersonal and communication skills, with the ability to coordinate across multiple stakeholders
- Organised, detail-oriented, responsible and able to work under pressure and in a fast-paced environment
