What The Role Is

As part of MOH's Organisational Development Office (ODO), you will join a team that embraces and drives a positive culture of purposeful, connected, and productive people, and enables the Ministry's systems, processes, and practices to perform effectively today and transform for tomorrow.

What You Will Be Working On

You will lead a team to shape positive employee experiences and foster well-being across key touchpoints in MOH. This role is pivotal in creating meaningful connections between employees, leadership, and MOH’s mission, to build and sustain a positive organisational culture where employees are engaged, healthy, and energised by a positive and supportive work environment.

Your Key Responsibilities Include
  • Leading the design of engagement platforms that connect senior leaders with staff to create opportunities for dialogue and connection over shared purpose.
  • Designing and implementing well‑being initiatives so employees can thrive.
  • Managing recognition programmes that celebrate contributions across MOH HQ, as well as the healthcare family, including the National Day Awards Investiture.

You will work closely with senior leadership, as well as partner and advise committees to design and implement staff welfare activities, manage the National Day Awards Investiture for the Healthcare Family, and create strategic culture narratives that reinforce MOH's commitment to employee well‑being.

You will be working in a fast‑paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What We Are Looking For

We are seeking an individual who has a passion for building healthy and strong organisations. The ideal candidate will possess:

  • Proven track record of at least 9 years in roles involving communications, partnership and engagement, organisational development, employee engagement, or related fields. Proven leadership experience of 1 year in managing teams.
  • Strong empathy and ability to understand diverse employee perspectives and needs, and sound judgement to balance organisational realities.
  • Experience in stakeholder management, particularly in engaging senior leaders and facilitating engaging and psychologically safe spaces for conversations.
  • Passion for creating positive employee experiences and fostering organisational culture, with experience in designing employee experience journeys and engagement programmes with measurable outcomes.
  • Creative and innovative in designing engaging programmes and initiatives, with excellent communication skills with the ability to craft strategic narratives to inspire and engage staff.
  • Track record of strong project management skills, in successfully managing large‑scale events, recognition programmes, or employee initiatives.
  • Collaborative team player who can build partnerships across functions.
