ROLE OVERVIEW

The Operating Model, Governance & People Director in the Financial Reporting, Controls & Transformation (FRC&T) team is responsible for implementation of the Finance Target Operating Model (FTOM) across NEOM, leading Governance, Risk and Compliance initiatives and managing the People agenda in NEOM Central Finance. This role requires a strategic approach to communication and engagement, ensuring that stakeholders are informed of, involved in, and aligned with NEOM Central Finance.

REQUIREMENTS SUMMARY

  • 12+ years of experience in Finance Target Operating Model (FTOM), Governance, Risk and Compliance and People agenda transformation initiatives.
  • Real estate, construction, development, sovereign wealth fund, or investments company experience.
  • Experience inFinance Target Operating Model (FTOM), Governance, Risk and Compliance and People agenda transformation initiatives in KSA and globally.
  • Extensive knowledge of SAP is preferred.
  • Extensive experience in implementing Finance Target Operating Models (FTOM).
  • Extensive new Entity, Incubation and Activation experience specifically supporting Operating Model, Finance Systems,Governance, Risk and Compliance requirements.
  • Extensive experience in delivering FinanceGovernance, Risk and Compliance projects.
  • Extensive experience in identifying and addressing areas of improvement in finance internal controls, policies, processes, guidelines, standards and ways of working.
  • Extensive experience in implementing department wide People Agendas, enhancing employee engagement, culture and collaborating with HR and other stakeholders on people-related matters. Ability to define and embed NEOM Central Finance’s mission, core values, culture, and identity into day-to-day operations.
  • Extensive experience in ensuring timeliness and appropriateness of transformation projects and reporting across various areas of transformation such as enhancement & implementation of policies and processes, automations & optimization through systems, implementation of standard data structures, implementation of DoA through system workflows, enablement and automation of management reporting and dashboards.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with a wide range of stakeholders.
  • Flexibility and ability to adjust engagement strategies or re-prioritize workstreams based on changing circumstances or feedback.
  • Strong strategic thinking, problem-solving and stakeholder coordination abilities.
  • Proven track record of successfully managing relationships with diverse stakeholder groups.

ROLE COMPETENCIES & ACTIVITIES

The Operating Model, Governance & People Director responsibilities will include, but not be limited to:

Stakeholder Management

·Build and sustain strong relationships with internal (CFO, Finance Exec. Directors/Directors/employees, NEOM GRC, NEOM Internal Audit, NEOM DCEO’s Office) and external stakeholders (External Auditors, Consultants, Government bodies).

·Develop and implement stakeholder engagement plans tailored to different stakeholder groups.

·Build and maintain strong relationships with stakeholders through regular communication and meetings.

·Act as the primary point of contact for stakeholders, addressing their concerns and providing updates on relevant activities.

·Manage the dissemination of information, ensuring timely and accurate communication.

·Work closely with internal teams, including communications, project management, and legal, to ensure stakeholder interests are aligned with organizational objectives.

·Identify and address potential conflicts or issues with stakeholders proactively.

·Mediate disputes or misunderstandings, ensuring that resolutions are in the best interest of both the stakeholders and the organization.

Change Management

·Stay informed about best practices in stakeholder management and apply them to enhance engagement strategies.

·Seek feedback from stakeholders to continuously improve the quality of engagement and communication.

·Promote transparency and accountability in all interactions with stakeholders.

·Identify potential risks associated with the change and develop strategies to mitigate them.

·Develop a strategy that outlines the approach, resources and timelines for implementing the change.

Project Management

·Provide regular reports to senior management on stakeholder engagement status, risks, and opportunities.

·Use feedback and data to refine and improve stakeholder management strategies.

·Coordinate stakeholder involvement in projects, ensuring their feedback is integrated into planning and decision-making processes.

·Track and monitor stakeholder engagement activities and their impact on project outcomes.

Leadership

  • Prepare and deliver presentations, reports, and other communication materials tailored to stakeholder needs.
  • Ensure that all stakeholder engagement activities comply with the relevant regulations and ethical standards.
  • Utilize data analytics to drive strategies and decisions.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

  • 12+ years of experience in Finance Target Operating Model (FTOM), Governance, Risk and Compliance and People agenda transformation initiatives.
  • Real estate, construction, development, sovereign wealth fund, or investments company experience.

  • Extensive knowledge of SAP is preferred.

Qualifications

  • Bachelor degree in Financial and Management Accounting and/or Finance.
  • Relevant certifications in Project and Change Management (PMP, PROSCI), Finance/Accounting/Auditing (CPA, ICAEW, ICAI, ICAP, ACCA, CMA, ACA, CA, CIA, CISA, CFE or similar).
