Role Context The Transportation Guidelines Lead will own the documentation framework that supports consistent technical and operational decision-making across a major transportation program. The role connects policy, engineering, operations, ITS, safety, traffic control, maintenance, and external stakeholder requirements into a coherent system of standards and procedures. By establishing clear documentation hierarchies, controlled revisions, practical workflows, and implementation-ready SOPs, the position will help reduce ambiguity, improve coordination, support safer operations, and strengthen consistency across participating organizations.

Key Responsibilities
  • Lead the strategy, roadmap, and workplan for developing, harmonizing, maintaining, and updating transportation standards, guidelines, procedures, manuals, and operating frameworks.
  • Coordinate preparation of documentation covering traffic management, traffic signals, Traffic Control Center operations, incident management, ITS, congestion management, parking, construction zones, freight operations, enforcement support, and multimodal transport.
  • Translate strategic policy, concepts of operations, engineering requirements, and system needs into practical standards, SOPs, playbooks, checklists, templates, and reference materials.
  • Establish a structured documentation hierarchy with clear naming conventions, document relationships, cross-references, versioning, and controlled approval processes.
  • Define how planners, designers, operators, inspectors, field crews, consultants, contractors, and O&M providers should use and apply approved documentation.
  • Facilitate workshops with transportation agency departments, government stakeholders, service providers, and technical specialists to capture requirements and resolve conflicting practices.
  • Develop clear interface requirements between the Client organization and external parties including Consultants, Contractors, O&M providers, emergency services, and neighboring agencies.
  • Define roles, responsibilities, approval workflows, submittal requirements, coordination procedures, and performance expectations within operating frameworks.
  • Ensure standards align with international good practice, local regulations, project requirements, safety objectives, resilience, sustainability, and customer experience.
  • Work closely with traffic engineering, ITS, safety, multimodal, analytics, and Traffic Control Center specialists to integrate technical requirements into coordinated guidance.
  • Develop SOPs and operational playbooks for normal operations, planned events, roadworks, maintenance activities, emergencies, severe weather, and unusual operating conditions.
  • Define clear operational triggers, decision points, responsibilities, escalation routes, and communication flows within procedures.
  • Establish formal review and revision mechanisms for transportation documentation, including approval authorities, revision triggers, controlled change logs, and periodic updates.
  • Maintain consistency of terminology, structure, presentation, technical assumptions, and reference standards across all documentation.
  • Define documentation deliverables, outlines, technical expectations, and acceptance requirements for Subconsultants.
  • Review externally prepared manuals, guidelines, procedures, and standards for completeness, consistency, usability, and alignment with the wider program framework.
  • Coordinate document development across multiple workstreams while managing priorities, dependencies, milestones, and approval requirements.
  • Support preparation of training materials, quick-reference guides, job aids, process diagrams, and knowledge-transfer content.
  • Deliver or support workshops that help Client staff, operators, Contractors, and partner organizations understand and implement new standards.
  • Provide documentation input to project plans, risk registers, performance frameworks, and delivery schedules.
  • Identify documentation dependencies, acceptance criteria, risks, and unresolved issues that could affect program implementation.
  • Contribute to monthly, quarterly, and final reporting by summarizing completed documentation, approvals, key decisions, risks, and upcoming milestones.
  • Promote disciplined application of approved standards and procedures across all participating organizations.
  • Monitor user feedback and operational experience to identify documents requiring clarification or revision.
  • Capture lessons learned from implementation and use them to strengthen future standards, SOPs, and operating frameworks.
  • Ensure documentation remains practical for real-world operations rather than functioning only as theoretical guidance.
  • Support change management associated with implementation of new procedures, standards, and operating models.
  • Coordinate documentation impacts where technology, policy, organization structures, or operating responsibilities change.
  • Maintain alignment between technical standards, operational procedures, inspection requirements, maintenance interfaces, and performance expectations.
  • Support senior stakeholders with concise recommendations where standards, policies, or operating practices require clarification or harmonization.

Ideal Profile The position requires a Bachelor 's Degree in Civil Engineering, Transportation Engineering, Urban or Transport Planning, Systems Engineering, or a closely related discipline. Candidates should bring approximately 15 to 20 years of progressive experience within transportation agencies, metropolitan transport authorities, major operators, or transportation consulting environments. A substantial portion of that experience should involve developing, managing, or implementing standards, technical guidelines, manuals, operational procedures, and SOPs. Strong knowledge of traffic management, ITS, Traffic Control Centers, roadway operations, arterial networks, incident management, construction traffic management, and transportation agency processes is essential. The successful professional should have demonstrated ability to translate highly technical and operational content into concise and user-friendly documentation without losing engineering accuracy or operational intent. Experience establishing document hierarchies, revision processes, approval workflows, quality controls, and version management is important. The role also requires confidence facilitating workshops involving multiple departments and external organizations with different technical or operational priorities. Previous experience with Gulf transportation agencies or major metropolitan transport authorities is highly desirable. Familiarity with AASHTO, MUTCD-style guidance, PIARC, ITS standards, road safety practices, and TMC operating frameworks would provide a strong advantage. Professional credentials such as PE, CEng, PTOE, PMP, or similar are advantageous. Arabic language capability is desirable but not mandatory.
