Job summary

First Access Consulting in Riyadh is actively seeking a seasoned Tendering and Estimation Lead to drive end-to-end bids in industrial maintenance, oil and gas, and EPC projects. You will oversee BOQ creation, supplier negotiations, risk mitigation, and cross-functional coordination with engineering, procurement, and finance to secure competitive contracts.

The role requires 8–12 years of relevant experience, strong knowledge of industrial equipment, and excellent English; Arabic is a plus.

Qualifications

• Bachelor’s degree in electrical, mechanical, or industrial engineering.
• 8–12 years of estimation and tendering experience, incl. 3 years in a senior/managerial role.
• Experience in industrial services, oil and gas, power generation, or EPC projects.
• Strong knowledge of BOQ preparation, cost estimation, procurement, and contracts.
• Proficiency in Excel, ERP, and estimation software; good English; Arabic is a plus.

Responsibilities

• Review RFQs, RFPs, tender documents, drawings, specifications, and scopes of work.
• Lead the complete tendering process from initial enquiry through final submission and post-tender clarification.
• Prepare detailed cost estimates covering materials, equipment, manpower, subcontractors, logistics, overheads, contingencies, and profit margins.
• Develop technical and commercial proposals for industrial maintenance, repair, refurbishment, testing, and engineering projects.
• Coordinate with engineering, procurement, operations, finance, and project teams to obtain inputs.
• Conduct site visits and participate in pre-bid meetings to assess requirements and site conditions.
• Prepare BOQs, cost breakdowns, pricing schedules, deviations, exclusions, and commercial qualifications.
• Obtain and evaluate quotations from suppliers and subcontractors; negotiate rates.
• Identify risks and mitigation measures; ensure compliance with client requirements and contracts.
• Develop tender strategies and pricing recommendations with senior management; manage schedules.
• Respond to clarifications and support negotiations through contract award; conduct handover to project teams.
• Maintain tender records, cost databases, supplier information, and historical pricing; monitor success rates.

• Ensure proposals comply with client requirements, company policies, applicable standards, and contractual conditions.


• Develop tender strategies and pricing recommendations in coordination with senior management.


• Manage tender schedules and ensure complete and timely submissions.


• Respond to client clarifications and support commercial negotiations until contract award.


• Conduct tender handover meetings with project execution teams after contract award.


• Maintain tender records, cost databases, supplier information, and historical pricing.


• Monitor tender success rates and prepare reports on submitted, awarded, and lost opportunities.


• Lead, supervise, and develop estimation and tendering team members.

Qualifications

• Bachelor’s degree in Electrical, Mechanical, Industrial, or a related engineering discipline.


• Professional certification in cost estimation, project management, or contract management is preferred.


• Minimum 8–12 years of relevant experience in estimation and tendering, including at least 3 years in a senior or managerial role.


• Experience in industrial services, oil and gas, power generation, electrical equipment, rotating equipment, maintenance, or EPC projects.


• Strong knowledge of motors, generators, transformers, pumps, turbines, and associated maintenance activities is highly preferred.


• Good understanding of Saudi Aramco, SABIC, SEC, and other major industrial client tendering requirements is an advantage.


• Strong knowledge of BOQ preparation, cost estimation, procurement, contracts, and commercial evaluation.


• Proficiency in Microsoft Excel, ERP systems, and estimation or project management software.


• Excellent written and spoken English; Arabic is an advantage.
