Job summary

JASARA PMC in Riyadh is seeking a seasoned Business Development and Proposal Leader to drive growth across public and private sectors. You will lead bid preparation, manage proposals, and build strategic client relationships.

With at least 10 years of experience, you will coordinate cross-functional teams, perform market analysis, and support negotiations to convert pursuits into awarded projects. A strong track record in KSA is required.

Qualifications

• Bachelor’s degree in engineering or related discipline.
• Minimum 10 years in business development or proposal management.
• Strong local experience in bid prep within KSA.
• Proven track record in securing new business and revenue growth.
• Excellent communication, stakeholder management, and presentation skills.
• Strong analytical, organizational, and multitasking capabilities.
• Ability to work in fast-paced environment with multiple pursuits.

Responsibilities

• Lead business development and client engagement activities to support growth targets.
• Identify and pursue new opportunities across public and private sector clients.
• Manage and coordinate bid and proposal preparation processes from opportunity identification through submission.
• Develop high-quality technical and commercial proposals in collaboration with internal stakeholders.
• Build and maintain strong relationships with clients and strategic partners.
• Conduct market and competitor analysis to identify emerging opportunities.
• Prepare presentations, proposals, and business cases for prospective clients.
• Support contract negotiations and the successful conversion of opportunities into awarded projects.
• Maintain and report on the business development pipeline, pursuits, and KPIs
