Responsibilities

  • Identify, map, and categorize internal and external stakeholders for infrastructure initiatives.
  • Develop engagement strategies tailored to each group’s influence and needs.
  • Serve as the principal contact for stakeholder communications and updates.
  • Plan and facilitate meetings, workshops, and consultations with government, clients, and delivery teams.
  • Maintain transparent communication on milestones, approvals, risks, and changes.

Role Context

This position acts as a central connection between project teams, government entities, clients, consultants, contractors, community representatives, and other internal or external stakeholders. The Stakeholder Manager will ensure that concerns, approvals, dependencies, and communication requirements are identified early and managed throughout the project lifecycle. The role has a direct influence on delivery continuity, regulatory coordination, organizational reputation, and stakeholder confidence. By aligning competing priorities and converting stakeholder feedback into practical actions, the manager will help project leaders reduce delays, resolve issues, and maintain progress against strategic objectives.

Key Responsibilities
  • Identify, categorize, and map internal and external stakeholders connected to infrastructure and construction initiatives.
  • Develop stakeholder engagement strategies suited to each group's influence, expectations, communication needs, and project impact.
  • Act as the principal contact for stakeholder correspondence, updates, consultations, and issue escalation.
  • Plan and facilitate meetings, workshops, consultations, and feedback sessions with government, client, community, and delivery representatives.
  • Maintain transparent communication regarding project milestones, approvals, deliverables, risks, and schedule changes.
  • Analyze stakeholder concerns to identify emerging risks, opportunities, dependencies, and potential delivery constraints.
  • Coordinate with design, construction, planning, commercial, environmental, and project management teams.
  • Ensure stakeholder requirements are reflected in project plans, decisions, schedules, and execution activities.
  • Prepare communication plans, stakeholder registers, briefing notes, presentations, reports, and meeting records.
  • Monitor engagement quality and stakeholder satisfaction, introducing corrective actions where relationships or communication are weakening.
  • Resolve disputes through negotiation, structured consultation, and professional mediation.
  • Provide senior leadership with recommendations based on stakeholder intelligence, feedback trends, and regional developments.
  • Support approvals and interface management by tracking commitments, actions, deadlines, and responsible parties.
  • Maintain cultural awareness and professional sensitivity when engaging stakeholders in the Saudi Arabian business environment.
  • Protect confidential information and ensure stakeholder records remain accurate and accessible to authorized project personnel.
Ideal Profile

The preferred candidate will have at least 15 years of experience in stakeholder management, relationship management, project coordination, government engagement, or a comparable role within construction, infrastructure, energy, or major development programs. Strong candidates will demonstrate expertise in stakeholder analysis, engagement planning, executive communication, negotiation, and conflict resolution. The ability to manage several influential parties while maintaining project priorities, professional relationships, and accurate documentation is essential. Experience working in Riyadh or elsewhere in the Middle East will be highly beneficial. Knowledge of Saudi business practices, cultural expectations, regulatory processes, and government interfaces is preferred. Project management certification or formal training would add value.
