Job summary

Parsons is seeking a Senior Utilities (Design Services) - Dry to join our team in Riyadh. The role focuses on reviewing external utility designs, coordinating with DB contractors, and guiding CAD staff to ensure compliant infrastructure delivery.

Ideal candidates have 8+ years in utility engineering (HV/MV/LV, fiber, street lighting) and strong communication skills in English. This position requires on-site work in Saudi Arabia and active engagement with stakeholders to resolve interface issues.

Qualifications

• Bachelor's degree in Electrical Engineering or related field.
• Minimum 8 years of experience in external utility engineering (overhead/underground HV/MV/LV, fiber, street lighting, telecom).
• Strong understanding of dry utilities design, coordination, and relocation requirements.
• Knowledge of rerouting/relocation challenges of existing utility networks.
• Proficiency in AutoCAD and other design software.
• Strong technical, analytical, and problem‑solving skills.
• Excellent written and verbal communication skills in English.
• Strong organizational and stakeholder coordination abilities.

Responsibilities

• Review external utilities designs (HV/MV/LV, fiber, street lighting, telecom) and DB plans to identify conflicts.
• Assess utility conflicts and provide recommendations for design coordination and delivery.
• Define utility interface requirements and prioritize critical issues.
• Investigate field issues affecting owners, contractors, and maintenance from relocations.
• Review installation activities related to external/internal electrical panels and infra.
• Provide guidance to CAD Designers, Drafters, and junior staff.
• Contribute to infrastructure master planning from site investigations and observations.
• Support Lead Utilities Engineer in coordination meetings with providers, contractors, and developers.
• Coordinate utility designs to meet project requirements and standards.

What You'll Be Doing

• Review external utilities designs, including overhead and underground electrical networks, high-voltage (HV), medium-voltage (MV), and low-voltage (LV) cables, fiber optic networks, street lighting systems, and telecommunications infrastructure.
• Review plans and design submissions prepared by Design-Build (DB) contractors, developers, and utility providers to identify conflicts and interface issues.
• Assess utility conflicts and provide recommendations to support design coordination and project delivery.
• Define utility interface requirements and prioritize critical issues impacting project execution.
• Investigate and report field issues affecting property owners, contractors, and maintenance operations resulting from utility relocations and infrastructure modifications.
• Review installation activities related to external and internal electrical panels and associated utility infrastructure.
• Provide technical guidance and support to CAD Designers, Drafters, and junior engineering staff.
• Contribute to infrastructure master planning activities and provide technical input from site investigations and field observations.
• Support the Lead Utilities Engineer during coordination meetings with utility providers, contractors, developers, and project stakeholders.
• Coordinate utility designs and interfaces to ensure compliance with project requirements, applicable standards, and utility authority requirements.
• Assist in resolving technical issues related to utility diversions, relocations, and new utility installations.
• Prepare technical reports, assessments, and recommendations related to utility coordination and design activities.

What Required Skills You'll Bring

• Bachelor's Degree in Electrical Engineering or a related discipline from an accredited institution.
• Minimum 8 years of experience in external utility engineering, including overhead and underground electrical networks, HV, MV, and LV systems, fiber optic networks, street lighting, and telecommunications infrastructure.
• Strong understanding of dry utilities design, coordination, and utility relocation requirements.
• Knowledge of challenges associated with the rerouting and relocation of existing utility networks.
• Proficiency in AutoCAD and other engineering design software.
• Strong technical, analytical, and problem-solving skills.
• Excellent written and verbal communication skills in English.
• Strong organizational and stakeholder coordination abilities.

What Desired Skills You'll Bring
