Job summary

Parsons is hiring an experienced Technical Delivery Manager to oversee transportation engineering programs in Riyadh. You will coordinate diverse technical workstreams across traffic engineering, ITS, and roadway design, ensuring timely, quality deliverables and client alignment.

The role demands a strong background in transportation infrastructure, excellent English communication, and proven leadership in complex project delivery within fast-paced environments.

Qualifications

• Bachelor's degree in Civil Engineering, Transportation Engineering, Traffic Engineering, Systems Engineering, or a closely related discipline.
• Minimum 12 years of progressive experience delivering multidisciplinary transportation, traffic management, ITS, roadway, or infrastructure engineering assignments.
• Demonstrated experience coordinating multiple technical workstreams and delivering complex engineering documentation within demanding client schedules.
• Strong understanding of engineering delivery processes, including field investigations, technical analysis, concept development, specification preparation, design reviews, reporting, quality-assurance, comment resolution, and implementation support.
• Broad working knowledge of traffic engineering, transportation planning, roadway design, intelligent transportation systems, traffic signal systems, and construction interfaces.
• Proven ability to assign technical responsibilities, coordinate dependencies, monitor actions, and address delayed or incomplete activities.
• Experience conducting multidisciplinary engineering meetings, technical workshops, and client coordination sessions.
• Strong technical judgment with the ability to recognize incomplete information, conflicting requirements, unsuitable recommendations, and potential delivery risks.
• Excellent written and verbal English communication skills, including experience preparing and reviewing formal technical reports and presentations.

Responsibilities

• Plan, coordinate, and monitor daily technical activities across traffic engineering, transportation planning, ITS, roadway design, and related areas.
• Translate project requirements into clearly assigned technical tasks, responsibilities, milestones, and deliverables.
• Prepare and maintain technical delivery plans covering reports, investigations, specifications, guidelines, and studies.
• Coordinate field investigations, data collection, analyses, workshops, design reviews, and document preparation.
• Maintain coordination between discipline leads to ensure complete, compatible, and on-time contributions.
• Monitor progress against schedules, identify delays, and take corrective actions.
• Organize technical coordination meetings and maintain action registers and logs.
• Support resource forecasting and recovery actions for delayed activities.
