Qualifications

  • Bachelor's degree in Civil/Mechanical/Electrical Engineering or related discipline.

  • Minimum 3 years in a senior, lead, or supervisory quality role.
  • Strong knowledge of ISO 9001:2015 and Project Quality Management Systems.
  • Solid understanding of SAudi Building Code, ASTM, ACI, AWS.
  • Experience reviewing submittals, ITPs, method statements, NCRs.
  • Ability to lead audits, fix non-conformances, improve contractor compliance.
  • Fluent Arabic with strong English for technical reporting.

  • Plan and lead internal and external quality audits with actions and closure verification.
  • Review and approve ITPs, method statements, submittals, and quality procedures.
  • Evaluate contractor quality performance and identify gaps in compliance.
  • Lead investigations into major quality issues and implement corrective actions.
  • Provide quality reports and risk insights to senior management.

Role Context

The Senior Quality Engineer – Infrastructure will take ownership of quality assurance and quality control activities across major project work‑streams, ensuring that construction deliverables meet approved specifications, client expectations, statutory requirements, and project quality benchmarks. The position supports stronger project delivery by reducing non‑conformance risk, improving contractor accountability, strengthening documentation control, and embedding a culture of quality excellence across engineering, inspection, and construction teams.

Key Responsibilities
  • Lead the development, implementation, monitoring, and improvement of the Project Quality Management System in alignment with ISO 9001:2015.
  • Guide quality planning activities across infrastructure construction packages, ensuring inspection and testing processes are practical, traceable, and compliant.
  • Plan and lead internal and external quality audits, including audit preparation, execution, reporting, corrective action tracking, and closure verification.
  • Review and approve Inspection and Test Plans, method statements, material submittals, quality procedures, inspection records, and related technical documentation.
  • Evaluate contractor quality performance and identify gaps in compliance, workmanship, reporting discipline, and preventive quality controls.
  • Lead investigations into major quality failures, recurring non‑conformances, and high‑risk site quality issues.
  • Conduct root‑cause analysis and develop corrective and preventive action plans that reduce repeat defects and strengthen project controls.
  • Represent the quality function in coordination meetings with clients, contractors, consultants, government authorities, and senior project stakeholders.
  • Analyze quality KPIs, audit findings, NCR trends, inspection results, and contractor performance data to support informed project leadership decisions.
  • Provide the Project Director and senior management with clear quality reports, risk insights, and practical improvement recommendations.
  • Supervise and mentor junior quality engineers, QA/QC inspectors, and site quality personnel to improve technical consistency and professional capability.
  • Support digital quality tracking through quality management systems, BIM‑based coordination, dashboards, and advanced data analysis tools.
  • Promote strong documentation standards, inspection readiness, technical accuracy, and continuous improvement across the project team.
Ideal Profile
  • Bachelor's degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, or related discipline from a recognized institution.
  • 7 to 10 years of QA/QC experience within construction, infrastructure, engineering, or major project delivery environments.
  • Minimum 3 years of experience in a senior, lead, or supervisory quality engineering role.
  • Strong working knowledge of ISO 9001:2015 and practical experience managing Project Quality Management Systems.
  • Solid understanding of construction quality standards, including ASTM, ACI, AWS, and Saudi Building Code requirements.
  • Experience reviewing technical submittals, Inspection and Test Plans, method statements, inspection reports, audit records, and NCR documentation.
  • Proven ability to lead audits, manage corrective actions, close quality findings, and improve contractor compliance.
  • Strong contractor management skills with the ability to influence quality outcomes without relying only on direct authority.
  • Native fluency in Arabic with strong English communication skills for technical writing, reporting, meetings, and presentations.
  • Comfortable using quality management software, digital inspection tools, BIM‑supported quality workflows, and data analysis platforms.
  • Strategic problem‑solving ability with sound judgment when balancing strict quality requirements, construction progress, and project schedule demands.
  • Saudi National candidates are required for this position.
