Job summary

Parsons Corporation is seeking a Quality Manager – Project Compliance in Tabuk, Saudi Arabia. The role focuses on defining and enforcing a robust Project Quality Plan and governance across design, procurement, construction, testing, and handover activities.

The ideal candidate has a minimum of 10 years in Quality Management, with at least 5 years in leadership on major construction programs, and holds an ISO 9001:2015 Lead Auditor credential.

Qualifications

  • Bachelor's degree in Engineering, Architecture, or related technical discipline.
  • Minimum 10 years of professional Quality Management experience.
  • At least 5 years of quality leadership on major construction projects.
  • ISO 9001:2015 Lead Auditor certification from IRCA or equivalent.

Responsibilities

  • Develop, implement, and maintain the Project Quality Plan and QMS procedures.
  • Define project quality objectives, governance, approvals, and reporting.
  • Review and approve contractor/consultant quality plans and ITPs.
  • Verify implementation of quality controls across project packages.
  • Plan and conduct internal and external audits and assessments.
  • Prepare audit schedules, findings, evidence, and quality reports.
  • Manage NCRs and drive corrective/preventive actions.
  • Track actions and closure, monitor quality performance, and report to leadership.

Quality Manager – Project Compliance

Location: Tabuk, Saudi Arabia | Industry: Construction | Function: Quality Assurance | Experience: Minimum 10 years | Job Type: Full‑time

Estimated salary range: 28,000 – 42,000 SAR per year. Confirm the final offer with the employer.

Key Responsibilities
  • Develop, implement, and maintain the Project Quality Plan and related Quality Management System procedures.
  • Ensure quality requirements are integrated into design, procurement, construction, testing, commissioning, and handover activities.
  • Define project quality objectives, governance requirements, responsibilities, approval workflows, and reporting structures.
  • Review and approve contractor and consultant quality plans, procedures, Inspection and Test Plans, and method statements.
  • Verify that contractors implement approved quality controls across active project packages and construction areas.
  • Plan and conduct internal audits, contractor audits, consultant assessments, and external compliance reviews.
  • Prepare audit schedules, checklists, findings, evidence records, and formal quality reports.
  • Issue and manage Non‑Conformance Reports when work, materials, processes, or documentation fail to meet requirements.
  • Review root‑cause analyses and evaluate proposed corrective and preventive actions.
  • Track corrective actions, preventive actions, audit findings, and quality observations through verified closure.
  • Conduct regular site assessments to confirm compliance with drawings, specifications, procedures, and inspection requirements.
  • Monitor quality performance across design reviews, material approvals, construction inspections, testing, and documentation.
  • Develop quality KPIs covering non‑conformances, audit performance, inspection results, rework, response times, and closure rates.
  • Prepare weekly, monthly, and executive quality reports for project leadership and client stakeholders.
  • Identify adverse trends, recurring failures, process weaknesses, and emerging quality risks.
  • Recommend practical mitigation strategies to prevent defects, delays, cost overruns, and repeated non‑compliance.
  • Coordinate quality requirements with engineering, construction, procurement, commercial, project controls, and HSE teams.
  • Support technical reviews of materials, suppliers, subcontractors, inspection agencies, and testing laboratories.
  • Lead quality awareness sessions, toolbox briefings, workshops, and targeted training programs.
  • Promote a Right First Time culture focused on prevention, accountability, traceability, and continuous improvement.
  • Evaluate project procedures and recommend process improvements that increase efficiency and delivery reliability.
  • Support lessons‑learned reviews and ensure effective practices are applied across future work packages.
  • Maintain complete quality records, audit files, certification evidence, registers, approvals, and closeout documentation.
  • Provide technical guidance and leadership to quality engineers, inspectors, auditors, and contractor quality teams.
Ideal Profile
  • Bachelor's degree in Engineering, Architecture, or a closely related technical discipline.
  • Minimum 10 years of professional Quality Management experience.
  • At least 5 years of quality leadership experience on major construction, infrastructure, or development projects.
  • ISO 9001:2015 Lead Auditor certification from IRCA or another recognized body.
  • Strong knowledge of Quality Management Systems, Project Quality Plans, quality assurance, and quality control.
  • Practical experience conducting internal, external, contractor, and supplier audits.
  • Strong understanding of Non‑Conformance Reports, root‑cause analysis, and corrective and preventive action management.
  • Comprehensive knowledge of ISO, ASTM, ACI, and other applicable construction and engineering standards.
  • Familiarity with Lean Six Sigma principles and process‑improvement methodologies.
  • Demonstrated ability to develop quality KPIs, analyze trends, and present performance reports to senior leadership.
  • Strong analytical judgment with the ability to identify systemic quality weaknesses.
  • Proven ability to influence contractors, consultants, project managers, and client stakeholders.
  • High level of professional integrity, independence, and attention to detail.
  • Native‑level Arabic communication skills.
  • Professional‑level written and spoken English.
  • Ability to manage demanding priorities within large and fast‑moving project environments.
  • Active Saudi Council of Engineers membership at Professional or Consultant grade is highly desirable.
  • Certified Quality Manager qualification is advantageous.
  • Six Sigma Green Belt or Black Belt certification is preferred.
  • Previous experience on Saudi Arabian giga‑projects is highly valued.
  • Exposure to NEOM, Red Sea Global, DiriyahGate, or comparable programs is desirable.
