Job summary

Massaraa is seeking a Senior Procurement & Contracts Manager for a major infrastructure programme based in Riyadh, Saudi Arabia. This project-based role sits within a Project Management Consultancy (PMC) environment, supporting large-scale infrastructure, utilities, water, landscape, and construction packages.

The ideal candidate has 15+ years of experience in commercial, procurement, and contract management, with exposure to major infrastructure projects and strong client-side or consultancy

Qualifications

• Bachelor's Degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Procurement, Law, or a related discipline.
• Professional certifications such as MRICS, MCIPS, CIOB, or equivalent will be an advantage.
• Minimum 15+ years of experience in commercial, procurement, and contract management roles.

Responsibilities

• Oversee contract administration and commercial governance for infrastructure and construction packages.
• Lead procurement lifecycle activities from scope definition, tendering, evaluation, negotiation, and contract award.
• Negotiate with contractors on variations, pricing, and settlements; manage change orders and EOTs.

Job description

We are currently recruiting for a Senior Procurement & Contracts Manager (PMC Role) for a major infrastructure programme based in Riyadh, Saudi Arabia. This is a project-based assignment within a Project Management Consultancy (PMC) environment, supporting large-scale infrastructure, utilities, water, landscape, and construction packages.

Preferred Profile

• Saudi National or Arabic-speaking candidates will be strongly considered.
• Bachelor's Degree in Quantity Surveying, Commercial Management, Construction Management, Engineering, Procurement, Law, or a related discipline.
• Professional certifications such as MRICS, MCIPS, CIOB, or equivalent will be an advantage.
• Minimum 15+ years of experience in commercial, procurement, and contract management roles.

Key Experience Required

• Extensive experience on major infrastructure, construction, utilities, water, or multidisciplinary capital projects.
• Strong client-side, PMC, consultancy, or major contractor background.
• Proven expertise in:

• Experience leading negotiations with contractors on variations, disputed scope, pricing, rates, and settlements.
• Strong understanding of procurement lifecycle activities from scope definition, tendering, evaluation, negotiation, and contract award.
• Experience managing commercial governance, audit trails, procurement registers, claims registers, and contractual correspondence.
• Excellent stakeholder management skills with the ability to engage senior client representatives, project teams, consultants, and contractors.
