Job summary

Massaraa is seeking a Senior Contract & Procurement Specialist based in Riyadh, Saudi Arabia, to lead complex procurement activities for infrastructure and industrial projects. The role requires strong negotiation, contract management, and regulatory compliance expertise in a consultancy environment.

The ideal candidate will have 8-12 years of relevant experience, familiarity with FIDIC/JCT/PPP, and proficiency in English and Arabic.

Qualifications

• 8-12 years of relevant experience in Contracts & Procurement.
• Experience in engineering consultancy or large infrastructure projects in Saudi Arabia.
• Strong knowledge of contract management, procurement strategy, tendering, sourcing, and supplier management.
• Familiarity with FIDIC, JCT, PPP, or other bespoke contracts.
• Solid understanding of Saudi regulations including Government Tenders & Procurement Law, Labour Law, VAT (ZATCA), GOSI, and PDPL.

Job description

We are currently recruiting for a Senior Contract & Procurement Specialist based in Riyadh, Saudi Arabia, for a leading engineering consultancy organization operating across infrastructure, water, energy, and industrial projects.

Key Requirements

• Saudi National preferred.
• Bachelor's or Master's degree in Law, Engineering, Quantity Surveying, Business, or a related discipline.
• 8-12 years of relevant experience in Contracts & Procurement.
• Proven experience within engineering consultancy or large-scale Infrastructure, Water, Energy, or Construction projects in Saudi Arabia.
• Strong knowledge of contract management, procurement strategy, tendering, sourcing, supplier management, negotiations, claims support, and commercial governance.
• Experience handling the full procurement lifecycle, including RFQs, technical and commercial evaluations, contract awards, and purchase orders.
• Familiarity with contract frameworks such as FIDIC, JCT, PPP, and other bespoke contracts commonly used within the Saudi market.
• Sound understanding of Saudi regulations, including:
  • Government Tenders & Procurement Law
  • Saudi Labour Law
  • ZATCA / VAT regulations
  • GOSI
  • PDPL (Personal Data Protection Law)
  • Compliance and governance requirements
• Experience with bank guarantees, bid bonds, performance bonds, and supplier compliance processes.
• Exposure to Saudi government procurement platforms such as Etimad and other relevant government systems will be advantageous.
• Experience working with major government entities and large-scale projects within Saudi Arabia is highly preferred.
• Strong commercial acumen, negotiation skills, and stakeholder management capabilities.
• Excellent communication skills in both English and Arabic.
• Professional certifications such as CIPS, MCIPS, RICS, or FIDIC accreditation will be an advantage.
