Job summary

Elegancia Arabia is seeking an Estimation and Tendering Manager to lead the cost estimation, bid management, and submission process for large-scale Saudi projects. You will oversee lifecycle stages from opportunity assessment to handover, coordinating engineering, procurement, planning, finance, and legal input.

The ideal candidate has 12–15 years in estimation, bidding, and tendering, with a proven track record for megaprojects in Saudi Arabia and a strong grasp of Candy CCS and SAP systems.

Qualifications

• Bachelor's degree in Civil Engineering, Architecture or related discipline.
• 12–15 years of progressive estimation, bidding and tendering experience.
• Proven bid success for large-scale, mega or giga Saudi projects.
• Experience with major construction, interior contracting or fit-out firms.
• Saudi-based experience preferred; fit-out expertise desirable.
• Strong knowledge of commercial terms, contracts and cash-flow.

Responsibilities

• Lead tendering for large-scale, mega and giga projects.
• Review ITT, client requirements, drawings, BOQ and contracts.
• Conduct bid/no-bid analyses based on capability, risk and value.
• Develop tender strategies, plans, roles and deadlines.
• Coordinate inputs from engineering, procurement, planning, finance and legal.
• Ensure complete, compliant and timely tender submissions.
• Manage clarifications, presentations, negotiations and BAFOs.
• Maintain tender register and pipeline reports.
• Lead cost estimation efforts with materials, labour, equipment, and overheads.
• Review estimates, quantities, rates and pricing methods.
• Ensure alignment between drawings, specs, BOQ and scope.
• Develop cost benchmarks using historical data and market intel.
• Identify cost savings and value engineering opportunities.
• Assess escalation, lead times, currency exposure in pricing.
• Maintain Candy CCS-based tender cost structures.
• Perform commercial and technical risk assessments for tenders.
• Identify exclusions, assumptions and scope gaps.
• Review payment terms, bonds, warranties and insurances.
• Support negotiations with clients, consultants and suppliers.
• Coordinate with procurement for quotations and vendor data.
• Maintain databases of subcontractors and rates.
• Produce dashboards on tender values, margins and pipeline.
• Lead post-tender reviews and improvement actions.
• Mentor estimators and tender engineers, manage team performance.
• Oversee handover of awarded projects to delivery teams.
