Job summary

Qualifications

  • Bachelor's degree in Environmental Engineering or related field is required.
  • Minimum 10 years of progressive environmental engineering and compliance experience.
  • Experience with Environmental Management Plans (EMP) and Construction EMPs is essential.
  • Strong knowledge of environmental impact assessments, pollution prevention, and regulatory compliance.
  • Familiarity with Saudi Arabian environmental legislation and NCEC requirements.
  • Experience with air, noise, soil, groundwater, wastewater and waste monitoring.

Senior Environmental Engineer – Compliance in Tabuk, Saudi Arabia is an Environmental Services opportunity focused on environmental governance, regulatory compliance, pollution prevention, and sustainable delivery across major infrastructure and construction projects. Parsons Corporation is hiring an experienced environmental specialist to oversee impact assessments, monitoring programs, contractor performance, and corrective actions that protect surrounding ecosystems throughout the project lifecycle.


Key Responsibilities


  • Review, implement, and monitor project‑specific Environmental Management Plans and Construction Environmental Management Plans.

  • Verify that environmental controls are integrated into construction method statements, work plans, and contractor procedures.

  • Conduct regular environmental inspections, audits, and compliance assessments across active construction areas.

  • Evaluate compliance with National Center for Environmental Compliance requirements and other applicable Saudi regulations.

  • Monitor contractor adherence to environmental permits, project commitments, mitigation measures, and reporting obligations.

  • Oversee air‑quality monitoring, dust‑control programs, noise measurements, vibration monitoring, and emissions management.

  • Review soil and groundwater testing results to identify contamination risks and required remediation measures.

  • Monitor wastewater collection, treatment, discharge, reuse, and disposal activities.

  • Assess waste‑management systems covering segregation, storage, transport, recycling, hazardous waste, and final disposal.

  • Support water‑conservation, resource‑efficiency, and pollution‑prevention initiatives across project operations.

  • Review environmental impact assessments, baseline studies, specialist reports, and permit documentation.

  • Evaluate contractor environmental submittals, sustainability reports, monitoring plans, and technical proposals.

  • Identify environmental risks, non‑conformances, permit breaches, and ineffective control measures.

  • Issue observations or non‑conformance reports and coordinate corrective and preventive actions.

  • Track environmental findings, incidents, complaints, and corrective actions through verified closure.

  • Investigate spills, unauthorized discharges, habitat disturbance, waste violations, and other environmental events.

  • Prepare incident reports, root‑cause assessments, evidence records, and mitigation recommendations.

  • Coordinate with construction managers, HSE teams, engineers, contractors, laboratories, and environmental specialists.

  • Liaise with client representatives, regulatory authorities, consultants, and third‑party monitoring organizations.

  • Maintain accurate environmental registers, inspection records, monitoring data, permits, and compliance documentation.

  • Prepare weekly, monthly, and ad‑hoc environmental performance reports for project leadership.

  • Analyze environmental KPIs, recurring trends, emerging risks, and contractor performance.

  • Promote sustainable construction practices, environmental awareness, and responsible resource use.

  • Support environmental training, toolbox talks, inductions, and awareness campaigns.

  • Contribute to project handover by confirming that environmental commitments, restoration works, and closeout records are complete.


Ideal Profile


  • Bachelor's degree in Environmental Engineering, Environmental Science, Civil Engineering with an environmental specialization, or a related discipline.

  • Minimum 10 years of progressive environmental engineering and compliance experience.

  • Strong background in mega‑infrastructure, construction, land development, utilities, or major civil engineering programs.

  • Practical experience implementing Environmental Management Plans and Construction Environmental Management Plans.

  • Strong knowledge of environmental impact assessments, pollution prevention, and regulatory compliance.

  • Familiarity with Saudi Arabian environmental legislation and National Center for Environmental Compliance requirements.

  • Experience managing air, noise, soil, groundwater, wastewater, and waste‑monitoring programs.

  • Ability to review environmental reports, laboratory results, contractor submittals, and sustainability documentation.

  • Proven experience conducting environmental audits, inspections, investigations, and corrective‑action follow‑up.

  • Strong understanding of waste management, water conservation, spill prevention, and pollution‑control technologies.

  • Excellent analytical judgment and attention to technical, regulatory, and documentary detail.

  • Strong written and verbal English communication skills.

  • Ability to prepare clear compliance reports for clients, project leadership, and regulatory authorities.

  • Confidence working with contractors, consultants, inspectors, engineers, and government representatives.

  • Arabic language capability is highly advantageous.

  • LEED, IEMA, or another recognized environmental or sustainability certification is preferred.

  • Previous Saudi Arabian or GCC project experience is highly desirable.

  • Willingness to relocate to and work full‑time in Tabuk, Saudi Arabia.
