  • Ability to coordinate confidently with contractors, surveyors, engineers, inspectors, and project managers.
  • Willingness to relocate to and work full-time in Tabuk, Saudi Arabia.
  • Registration with the Saudi Council of Engineers is highly preferred.
  • Previous experience on Saudi Arabian giga-projects is advantageous.
  • Familiarity with NEOM, Trojena, Red Sea Global, or comparable infrastructure programs is desirable.

Responsibilities

  • Supervise daily heavy civil construction activities across roads, earthworks, grading, utilities, and site-development packages.
  • Verify contractors execute work in accordance with approved drawings, specifications, method statements, and project standards.
  • Review civil and structural shop drawings, material submissions, technical proposals, and construction method statements.
  • Identify constructability concerns, design clashes, missing information, and coordination risks before they affect field progress.
  • Monitor bulk excavation, filling, compaction, formation preparation, road subgrade, base-course, and pavement activities.
  • Oversee wet utility installations including drainage, sewerage, water, and irrigation networks.
  • Coordinate dry utility works involving electrical, telecommunications, and related underground infrastructure.
  • Inspect grading levels, slopes, road alignments, utility profiles, trenches, bedding, backfilling, and reinstatement works.
  • Witness field-density tests, soil compaction tests, concrete inspections, and other required quality-control activities.
  • Review concrete pouring preparations, reinforcement, formwork, embedded items, access, and inspection records before approval.
  • Participate in civil and structural stage inspections with contractors, consultants, and client representatives.
  • Verify installed quantities and provide accurate field progress information to the Resident Engineer.
  • Monitor contractor performance against baseline schedules, planned production rates, and approved work sequences.
  • Record construction variances, quality concerns, delays, and site constraints in daily and weekly reports.
  • Coordinate with surveying teams to confirm elevations, coordinates, alignments, and setting-out accuracy.
  • Review geotechnical reports and ensure construction methods reflect actual soil and groundwater conditions.
  • Enforce excavation safety, traffic control, dust suppression, environmental protection, and site logistics requirements.
  • Escalate unsafe practices, serious quality failures, or significant departures from approved designs.
  • Maintain organized records of inspections, approvals, test results, site observations, and corrective actions.
  • Support the closeout and handover of completed civil infrastructure packages.

Civil Engineer – Infrastructure Works in Tabuk, Saudi Arabia is a Civil Engineering opportunity supporting design validation, site supervision, quality control, and construction delivery across major roads, earthworks, grading, and utility packages. Parsons Corporation is hiring an experienced Saudi National engineer to ensure that heavy civil works comply with approved designs, project schedules, technical tolerances, and international engineering standards.

The Civil Engineer will provide hands-on engineering support across the design review, construction, inspection, and quality-assurance stages of large infrastructure assets. The role will focus on mass earthworks, grading, road networks, structural interfaces, drainage, and wet and dry utility installations. By identifying design conflicts, monitoring contractor performance, and verifying completed work, the engineer will help prevent delays, reduce rework, protect construction quality, and maintain alignment with the project master plan. The position requires regular coordination with surveyors, contractors, testing laboratories, project managers, and client representatives.
