Job summary

KEO International Consultants is seeking a highly experienced Contracts/Commercial Manager to lead and manage all commercial, contractual, and financial aspects of enabling and early works packages in Riyadh, Saudi Arabia.

The role requires a minimum of 15 years’ experience in contracts and commercial management, with a Bachelor’s degree in Quantity Surveying, Commercial Management, Construction Management, or Law. You will lead governance, claims, and negotiations with engineers and clients.

Qualifications

• 15+ years’ experience in contracts and commercial management on large-scale construction or infrastructure projects.
• Bachelor’s Degree in Quantity Surveying, Commercial Management, Construction Management, Law or related discipline.
• Experience with enabling works / early works and infrastructure-led developments.
• Experience administering FIDIC-based contracts on behalf of a Client or Engineer.
• Proven capability managing contractor claims, variations, and commercial risk.

Responsibilities

• Lead contract administration for enabling and early works packages including mass earthworks, stockpile removal, construction haul roads, utilities, and temporary works.
• Administer the Contract in accordance with the Conditions of Contract (FIDIC-based), ensuring notices and time bars are observed.
• Manage all contractual correspondence, notices, early warnings, claims and determinations with the Engineer.
• Provide contractual and commercial advice to the Client and supervision team on entitlements, risks, mitigation strategies and commercial exposure.
• Support procurement strategies, tender evaluations, commercial comparisons, and recommendations for contract award or amendment.
• Lead commercial governance, cost control and reporting for budgets, forecasts and cash flow.
