Qualifications

• Bachelor's degree required in Quantity Surveying, Commercial Management, Civil Engineering, or related field.
• Minimum 15 years progressive commercial-management experience on large engineering or mega-construction programs.
• Excellent knowledge of Saudi regulatory and procurement frameworks and Vision 2030 developments.
• Fluent English with strong written and spoken communication; able to present to C-suite.

Responsibilities

• Lead cost planning, budgeting, cash-flow forecasting, and commercial reporting.
• Monitor budgets, actual expenditure, commitments, and forecast costs.
• Apply earned-value analysis to evaluate cost and delivery performance.
• Present accurate commercial information to project and executive leadership.
• Administer FIDIC, NEC, and bespoke contract arrangements.
• Verify compliance with contractual obligations and approval procedures.
• Mentor commercial team members and strengthen capability.
• Protect Parsons and client interests while advising on contractual interpretation and notices.
