Position Overview: Parsons is seeking a Contracts Director in Riyadh, Saudi Arabia to provide strategic leadership for contract and commercial management within a multidisciplinary PMO environment supporting major infrastructure development. The role will manage complex contract portfolios, commercial risks, change management, claims, cost controls, negotiations, and contractual compliance across large-scale construction projects. The Contracts Director will work closely with the Client, contractors, consultants, suppliers, and internal project teams to protect commercial interests, maintain contractual compliance, manage financial exposure, and support delivery against approved budgets and schedules. The position requires extensive experience across construction sectors and the ability to operate effectively within complex Design-Build environments.

Contract Management Responsibilities
- Administer complex contracts, including FIDIC, NEC, and bespoke contractual arrangements.
- Ensure contractual activities comply with agreed obligations and applicable Saudi Arabian laws.
- Provide strategic direction and leadership for contract management activities.
- Develop and implement commercial and contract management strategies aligned with project objectives.
- Provide expert advice on contract interpretation and contractual risk mitigation.
- Ensure compliance with contractual terms and conditions throughout the project lifecycle.
- Review Contractor and Client change requests and manage the associated change-control documentation.
- Progress relevant change documentation through the required processes to finalization of Engineer 's Instructions and Variation Orders.
- Lead assessment, negotiation, and resolution of significant variations and change orders.
- Manage contractual claims and support effective resolution of disputes.
- Represent the project in contractual and commercial discussions with relevant stakeholders.
Commercial and Financial Management
- Monitor project costs and implement cost-control measures designed to prevent budget overruns.
- Prepare detailed financial reports, forecasts, and cost analyses for senior management and stakeholders.
- Identify contractual and financial risks at an early stage of the project lifecycle.
- Develop mitigation strategies to protect Parsons and Client interests.
- Identify, assess, and manage commercial risks throughout project delivery.
- Develop contingency plans for potential financial and contractual challenges.
- Support value optimization through effective commercial management and informed decision-making.
- Maintain accuracy and consistency in commercial and financial reporting.
Change, Claims and Risk Management
- Establish disciplined processes for managing changes, variations, claims, and contractual liabilities.
- Assess the commercial and contractual implications of proposed changes.
- Coordinate documentation required to support change-management decisions.
- Lead negotiations involving significant contractual or commercial matters.
- Support dispute avoidance and resolution through accurate records, contract interpretation, and timely intervention.
- Monitor emerging risks and recommend appropriate commercial responses.
- Maintain alignment between contractual requirements, project objectives, and commercial outcomes.
Stakeholder and Contractor Management
- Act as a senior commercial point of contact for the Client.
- Build and maintain effective working relationships with contractors, consultants, suppliers, and other project stakeholders.
- Collaborate with internal and external teams to maintain alignment on contractual and commercial matters.
- Monitor supplier and contractor relationships to support effective performance.
- Participate in senior-level commercial discussions and negotiations.
- Prepare and present comprehensive commercial reports to senior management and stakeholders.
- Ensure commercial activities remain aligned with legal, regulatory, and contractual requirements.
Leadership and Team Development
- Provide leadership and direction to contracts and commercial personnel.
- Deliver training and professional guidance to enhance team capability and performance.
- Promote consistent contract administration and commercial management practices.
- Support team members in resolving complex contractual and commercial matters.
- Manage multiple priorities while maintaining appropriate attention to contractual and financial detail.
What Required Skills You 'LL Bring
- Bachelor 's degree in Quantity Surveying, Civil Engineering, or a related field.
- Minimum 20 years of experience in commercial management across multiple construction sectors.
- Extensive knowledge of cost and commercial management principles.
- Strong understanding of procurement processes and contract management principles.
- Proven experience managing large-scale projects within budget and schedule requirements.
- Familiarity with local regulations, industry standards, and applicable best practices.
- Proficiency with project management software and financial tools.
