Job summary

Our client in Riyadh seeks a seasoned Tendering Manager to secure winning bids and drive revenue by coordinating the end-to-end preparation of technical and financial proposals that meet client requirements.

You will lead cross-functional teams for ITT review, cost estimation oversight, and pre-award submissions, ensuring timely, compliant submissions and effective pre- and post-tender negotiations with clients.

Qualifications

• Bachelor’s Degree in Civil or Architecture Engineering.
• 10+ years of relevant experience.
• Experience in multinational companies and joint international projects is a plus.
• PM credentials (PRMG, IPMA/PMP, MBA) are advantageous.

Responsibilities

• Review ITT documentation to ensure no conflicts or deviations from project requirements.
• Assign tasks to teams to qualify projects for awarding.
• Communicate short-term plans with teams for timely preparation of pre-award documents.
• Follow up on pre-tender clarifications to align final submissions with client frameworks.
• Oversee cost estimation, advise on supplier/subcontractor selection when needed.
• Liaise with Planning & Cost Control to ensure resources, schedule, and cash-flow align with deadlines.
• Review final cost estimates and obtain CEO/COO approvals.
• Attend key pre-tender client meetings.
• Oversee responses to RFPs by revising technical and financial proposals for quality compliance.
• Provide baselines for final budgets and ensure proper hand-over of contract documents.
