Role Context

The Requirements Manager will establish technical discipline around how project requirements are interpreted, structured, allocated, controlled, and coordinated throughout complex engineering programs. Leading engineers and technical specialists, the role will address multidisciplinary requirements issues, develop appropriate engineering approaches, and maintain alignment across internal teams and external stakeholders. Effective requirements leadership will reduce ambiguity, control technical change, strengthen verification, and help ensure delivered systems satisfy their intended operational and project objectives.

Key Responsibilities
  • Lead requirements management and associated systems engineering activities across assigned infrastructure and transportation programs.
  • Organize, interpret, and coordinate complex technical assignments involving multidisciplinary engineering teams.
  • Establish structured approaches for capturing, analyzing, documenting, allocating, and maintaining project requirements.
  • Maintain requirements traceability from stakeholder and contractual needs through design, implementation, verification, validation, and acceptance.
  • Coordinate requirements interfaces across systems, subsystems, engineering disciplines, contractors, and project delivery teams.
  • Identify unclear, conflicting, incomplete, or technically challenging requirements and coordinate their resolution with responsible stakeholders.
  • Develop strategies for technically complex or unusual engineering problems requiring investigation and alternative approaches.
  • Support requirements baselines and ensure approved changes are incorporated through controlled processes.
  • Monitor the effect of design development and technical change on requirements compliance and downstream interfaces.
  • Coordinate with project management, engineering, assurance, design, construction, and other disciplines to maintain consistent requirements implementation.
  • Provide independent technical judgment on requirements and systems engineering matters within delegated authority.
  • Maintain effective liaison with internal departments, clients, consultants, contractors, and external technical stakeholders.
  • Manage engineers and technical personnel, coordinate workloads, and provide direction on complex requirements assignments.
  • Support verification and validation planning by ensuring requirements have clear and measurable acceptance criteria.
  • Promote consistent systems engineering practices and appropriate technical governance across project teams.
  • Communicate significant requirements risks, conflicts, dependencies, and decisions to project leadership.
  • Mentor team members and strengthen requirements management capability through technical guidance and knowledge sharing.
Ideal Profile

Candidates should hold a bachelor 's degree in Systems Engineering, Engineering, Project Management, Computer Science, or a related discipline. A relevant master 's degree is preferred. The position requires at least 12 years of progressive experience across requirements management, systems engineering, or complex project delivery, including several years of leadership responsibility. Extensive exposure to major infrastructure, railway, metro, transportation, or engineering programs is particularly important. A strong candidate will understand requirements definition, decomposition, allocation, traceability, change control, verification, validation, and multidisciplinary technical coordination. The ability to work independently on complex engineering matters while directing technical teams is essential.

INCOSE Certified Systems Engineering Professional certification is highly desirable. IREB or an equivalent Requirements Engineering qualification is also valuable, while PMP certification provides an additional advantage.
