Job summary

Seerah Operation and Maintenance Company in Jeddah is seeking a QHSE Engineer to implement and maintain the QHSE management system, ensuring compliance with ISO 9001:2015, ISO 14001 and ISO 45001, as well as Saudi regulations. You will lead risk assessments, audits, training and performance reporting across facility operations.

The role requires a Mechanical Engineering degree, 2–3 years in QHSE, and IOSH/OSHA certifications, with strong communication in English.

Qualifications

  • Bachelor’s degree in Mechanical Engineering.
  • 2–3 years of experience in a QHSE role, preferably within facility management or construction.
  • IOSH, OSHA, or equivalent QHSE certification.
  • Knowledge of ISO 9001:2015, ISO 14001, and ISO 45001 management systems.
  • Familiarity with Saudi Arabian regulatory requirements (MOMRA, GOSI, SASO, Royal Commission standards).
  • Proficiency in conducting risk assessments, incident investigations, and root cause analysis (RCA).
  • Strong report writing and documentation skills.
  • Ability to deliver QHSE training and toolbox talks.
  • Good command of English; Arabic language skills are an advantage.
  • Proficient in Microsoft Office.

Responsibilities

  • Develop, implement and monitor QHSE policies, procedures and programs.
  • Conduct site inspections, audits and risk assessments to identify hazards and non-conformances.
  • Investigate accidents, incidents, near-misses and unsafe conditions; prepare detailed reports and corrective actions.
  • Ensure employees and contractors receive QHSE induction and ongoing training.
  • Maintain QHSE documentation, records and registers per ISO standards.
  • Monitor environmental compliance including waste management and emissions control.
  • Coordinate and conduct internal QHSE audits and support external audits.
  • Prepare monthly/quarterly QHSE performance reports and KPIs.
  • Lead emergency response drills and update procedures.
  • Review SWMS, risk assessments and permit-to-work systems.
  • Liaise with authorities, clients and stakeholders on QHSE matters.
  • Monitor contractor QHSE performance on site.
  • Promote safety culture via toolbox talks and campaigns.
  • Maintain PPE inventory and proper use of PPE.
  • Track QHSE legal register and identify applicable regulations.
  • Support MOC processes to evaluate QHSE impacts.
  • Report any critical QHSE issues to senior management.

Main Responsibilities
  • Develop implement and monitor QHSE policies procedures and programs across all facility management operations
  • Conduct regular site inspections audits and risk assessments to identify hazards and non-conformances

  • Monitor and ensure compliance with environmental regulations including waste management and emissions control
  • Coordinate and conduct internal QHSE audits and support external third-party audits and inspections
  • Prepare and submit monthly quarterly QHSE performance reports and KPIs to management
  • Lead emergency response planning drills and exercises ensure emergency procedures are up to date
  • Review and approve safe work method statements SWMS risk assessments and permit-to-work PTW systems
  • Liaise with regulatory authorities clients and stakeholders on QHSE matters as required
  • Monitor contractor and subcontractor QHSE performance and compliance on site
  • Promote a positive safety culture through toolbox talks safety campaigns and employee engagement activities
  • Maintain PPE inventory and ensure proper use and availability of personal protective equipment
  • Track QHSE legal register and ensure all applicable regulations are identified and implemented
  • Support the management of change MOC process to evaluate QHSE impacts of operational changes
  • Report and escape any critical QHSE issues to senior management immediately
Knowledge, Skills & Experience
  • Bachelor’s degree in Mechanical Engineering
  • Minimum 2–3 years of experience in a QHSE role, preferably within facility management or construction
  • IOSH, OSHA, or equivalent QHSE certification
  • Knowledge of ISO 9001:2015, ISO 14001, and ISO 45001 management systems
