Job summary

El Seif Operation and Maintenance seeks a QHSE Officer to lead safety and quality standards on-site across FM/O&M projects in Saudi Arabia. You will drive inspections, audits, incident investigations, and continuous improvement initiatives with project teams.

Requirements include a Diploma/Bachelor’s in a related field and at least 3 years in QHSE roles, with familiarity in FM/IFM/O&M environments. On-site travel to project locations is expected.

Qualifications

• Diploma or Bachelor’s Degree in Occupational Health & Safety, Engineering, Environmental Science, Quality Management, or related field.
• Minimum 3 years of experience in QHSE/HSE roles.
• Experience in Facilities Management (FM), Integrated Facilities Management (IFM), Operations & Maintenance (O&M), or large operational project environments.

Responsibilities

• Conduct regular QHSE inspections, site walks, audits, and compliance assessments across FM project sites.
• Monitor and verify the implementation of HSE policies, procedures, permits, risk assessments, and method statements.
• Identify unsafe acts, unsafe conditions, quality deficiencies, and non-compliance issues, and follow up on corrective and preventive actions until closure.
• Support investigations of incidents, accidents, near misses, and non-conformities, and prepare clear and accurate reports.
• Maintain QHSE documentation, inspection records, audit reports, training records, and compliance tracking systems.
• Facilitate toolbox talks, safety briefings, awareness campaigns, and site-level QHSE training sessions.
• Coordinate with operations teams, maintenance personnel, supervisors, subcontractors, and client representatives on all QHSE-related matters.
• Ensure compliance with Saudi regulations, company standards, client requirements, and project-specific QHSE procedures.
• Monitor PPE compliance, work-at-height activities, electrical safety practices, housekeeping standards, waste management processes, emergency preparedness, and permit-to-work controls.
• Support internal and external audits and assist in closing audit findings within agreed timelines.
• Promote a proactive safety culture and maintain high standards of QHSE discipline across all site teams.
• Provide regular QHSE performance updates and recommendations to management to support continuous improvement initiatives.

Role Purpose.

Required

• Diploma or Bachelor's Degree in Occupational Health & Safety, Engineering, Environmental Science, Quality Management, or a related field.
• Minimum 3 years of experience in QHSE/HSE roles.
• Previous experience in Facilities Management (FM), Integrated Facilities Management (IFM), Operations & Maintenance (O&M), maintenance services, building services, or large operational project environments is required.

Good knowledge of:

• Site safety practices

• Corrective and preventive action follow-up

• Professional certifications such as NEBOSH, IOSH, OSHA, ISO 45001, ISO 9001, or ISO 14001 are preferred.
• Strong communication and interpersonal skills with the ability to work effectively with project teams, supervisors, technicians, subcontractors, and client representatives.
• Proficient in Microsoft Office applications and report preparation.
• Willingness and ability to work on-site and travel or relocate to project locations across Saudi Arabia as required.
