Job summary

Client of imploy in Riyadh is seeking an experienced HSE Manager to lead the development and improvement of Health, Safety and Environmental programs. You will ensure compliance with Saudi regulations and international standards while promoting a strong safety culture across all operations.

The role requires a proactive leader with extensive experience in occupational health and safety, risk management, regulatory compliance and environmental sustainability.

Qualifications

• Bachelor’s degree in OH&S, environmental science or related field.
• Minimum 8 years of experience in Health, Safety and Environmental management.
• Saudi nationality is required.
• NEBOSH, IOSH or equivalent certifications are highly preferred.

Responsibilities

• Develop, implement and maintain HSE policies, procedures and management systems.
• Ensure compliance with Saudi labor laws, environmental regulations and international standards.
• Conduct workplace inspections, audits and risk assessments across sites.
• Investigate incidents and near misses to identify root causes and implement corrective actions.
• Develop emergency response plans and coordinate drills.
• Deliver HSE trainings and promote safety awareness across the organization.
• Monitor HSE performance through KPIs and reporting.
• Collaborate with Operations, Engineering, Quality and HR to integrate HSE into daily activities.
• Ensure contractors comply with HSE policies and project safety requirements.
• Maintain HSE documentation, permits and regulatory reports.
• Identify opportunities to improve safety, environmental performance and compliance.
• Foster continuous improvement and safety culture across the organization.

About the Role

We are seeking an experienced HSE Manager to lead the development, implementation and continuous improvement of the organization’s Health Safety & Environmental HSE programs. The successful candidate will be responsible for ensuring compliance with Saudi regulations and international HSE standards while fostering a strong safety culture across all operations. The ideal candidate is a proactive leader with extensive experience in occupational health and safety, risk management, regulatory compliance and environmental sustainability.

Key Responsibilities

• Develop, implement and maintain the organization’s Health Safety & Environmental policies, procedures and management systems.
• Ensure compliance with Saudi labor laws, environmental regulations and international HSE standards.
• Conduct workplace inspections, safety audits and risk assessments across all operational sites.
• Investigate incidents, accidents and near misses to identify root causes and implement corrective and preventive actions.
• Develop emergency response plans and coordinate emergency preparedness drills.
• Deliver HSE training programs and promote employee awareness of health and safety best practices.
• Monitor HSE performance through KPIs, inspections and compliance reports.
• Collaborate with Operations, Engineering, Quality and HR teams to integrate HSE requirements into daily activities.
• Ensure contractors and subcontractors comply with company HSE policies and project safety requirements.
• Maintain HSE documentation, permits, incident records and regulatory reports.
• Identify opportunities to improve workplace safety, environmental performance and operational compliance.
• Foster a culture of continuous improvement and employee engagement in health and safety initiatives.

Qualifications

• Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
• Minimum 8 years of experience in Health, Safety and Environmental management.
• At least 3 years in a leadership or management role.
• Professional certifications such as NEBOSH, IOSH, or equivalent are highly preferred.
• Strong knowledge of ISO 45001, ISO 14001, and occupational health and safety management systems.
• Experience in construction, manufacturing, industrial or infrastructure environments is highly desirable.
