Detailed Job Description:

As the Project Engineering Manager – Telecom in Riyadh, you will orchestrate and govern the complete engineering lifecycle for mission-critical railway and metro telecommunications systems. Leading technical execution across design verification, procurement alignment, on-site installation, factory and site acceptance testing (FAT/SAT), and operational handover, you will serve as the principal technical interface between executive client leadership, civil engineering contractors, systems consultants, and specialized subcontractors.

Your expansive scope of engineering authority encompasses high-availability IP/MPLS core backbones, DWDM/OTN optical transmission networks, enterprise routing and switching frameworks, perimeter security firewalls, media converters, and specialized trackside and station communication interfaces. You will spearhead technical design reviews, enforce stringent system acceptance criteria, resolve complex multi-vendor interface challenges, and validate comprehensive as-built engineering packages and compliance matrices. Furthermore, you will govern on-site implementation teams to guarantee zero-defect commissioning and strict adherence to railway safety integrity standards, budget allocations, and contractual milestones. This leadership role demands superior technical depth, sophisticated stakeholder management capabilities, and an established track record in delivering complex infrastructure projects.

Key Responsibilities:

• Lead all telecom engineering activities across railway and metro transportation projects from initial design and architecture through implementation, testing, commissioning, and final handover.
• Manage telecommunications system architecture, hardware configuration, multisite deployment, and interface integration across active project environments.
• Serve as the lead technical coordinator engaging with clients, consultants, civil construction teams, specialized subcontractors, and internal engineering departments.
• Supervise on-site telecommunications installation activities and rapidly resolve intricate technical bottlenecks during project execution phases.
• Direct and support comprehensive system testing, commissioning protocols, Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), and client system acceptance milestones.
• Manage telecommunications subsystem interfaces and ensure rigorous compliance with international railway safety standards, contractual specifications, and project mandates.
• Review and approve engineering designs, technical documentation packages, compliance verification matrices, and final as-built documentation.
• Support telecommunications network deployment, bandwidth sizing, performance monitoring, and network optimization across mission-critical transport infrastructure.

Required Qualifications & Skills:

• Bachelor’s degree in Telecommunications Engineering, Communications Engineering, Electronics Engineering, or an equivalent technical field.
• Substantial, proven professional experience in telecommunications engineering and large-scale project delivery leadership.
• Demonstrated experience working on railway, metro, or major transportation infrastructure projects (highly preferred).
• Strong technical knowledge of IP/MPLS, TCP/IP networking, LAN/WAN architectures, and advanced routing and switching protocols.
• Extensive hands‑on experience with fiber optic transmission networks, DWDM/OTN technologies, and telecommunications infrastructure.
• Hands‑on technical proficiency with enterprise‑grade switches, routers, next‑generation firewalls, and industrial media converters.
• Proven track record in structured testing, commissioning methodologies, site implementation, and final client acceptance procedures.
• Strong expertise managing subcontractors, multidisciplinary technical interfaces, and executive client relationships with excellent English communication skills.

Nice-to-Have Skills:

• Cisco professional certifications such as CCNA, CCNP Enterprise, CCNP Service Provider, or equivalent industry training.
• Direct technical familiarity with railway‑specific communications subsystems such as TETRA, GSM‑R, CCTV, PA/PIS, and master clock synchronization.
• Demonstrated proficiency in formal project management frameworks and interface management systems within FIDIC or major EPC contracts.
• Prior working experience delivering large-scale national railway or metro transit projects within Saudi Arabia or the wider GCC region.
• Familiarity with optical fiber testing instruments, OTDR trace analysis, and chromatic dispersion/polarization mode dispersion testing.
