Job summary

Norconsult Telematics Limited is seeking an experienced Project Controls professional to manage planning, monitoring and control across scope, schedule, cost, risk and quality for delivery within baselines.

You will develop and implement control processes, coordinate with execution teams, and maintain data governance, dashboards and reports to support management decisions and audits.

Qualifications

• Bachelor's degree in Civil Engineering, Project Management, Business Administration or related discipline.
• Proven experience in project management or project controls within civil engineering and technical installation projects.
• Knowledge of scheduling, cost control, risk and change management.
• Practical capability in Excel, SQL and Power BI for data validation and reporting.
• Experience with data governance or analytics in a PMO environment is desirable.
• PMP or PRINCE2 certification is an advantage.

Responsibilities

Manage project planning, monitoring and control across scope, schedule, cost, risk and quality to support delivery within approved baselines. Ensure project data is accurate, complete, consistent and timely through data governance, validation and reconciliation controls. Provide reliable reports and dashboards that support management decisions, stakeholder requirements and audit readiness.

Job Description & Responsibilities

• Develop and implement project control processes, procedures and progress measurement methods.
• Coordinate with execution teams to develop schedules covering site acquisition, design, permitting, construction and technical installation activities.
• Develop and maintain the Work Breakdown Structure (WBS) and approved scope, schedule and cost baselines.
• Monitor milestones, physical progress, earned value and productivity, identifying deviations and recommending corrective actions.
• Validate contractor and internal team progress claims against supporting records and agreed measurement criteria.
• Manage change control records, ensuring scope variations and baseline changes are assessed, documented and formally approved.
• Monitor budgets, commitments and expenditure, prepare cost forecasts and analyse design versus as-built variances.
• Coordinate with Finance and Procurement on cost records, purchase order utilisation, procurement requirements and purchase order closure.
• Maintain risk registers, monitor risk indicators and coordinate mitigation actions with responsible teams.
• Coordinate with delivery, design, field audit, maintenance, operations and client representatives to resolve project control and reporting issues.
• Monitor contractor and supplier performance against contractual milestones, reporting requirements and deliverables, escalating deviations and potential claims.
• Prepare project performance reports and maintain schedules, change records, approvals and supporting documentation.
• Define project data standards, including data definitions, naming conventions, mandatory fields, ownership and quality thresholds.
• Establish data governance responsibilities across schedule, cost, progress, procurement, change and risk information.
• Perform data validation and reconciliation across source systems using Excel, SQL and Power BI, resolving discrepancies, duplicates, missing records and outliers.
• Design and maintain Power BI dashboards and data models with automated refresh, validation checks and controlled reporting logic.
• Maintain data quality issue logs and scorecards, coordinate corrective actions and escalating recurring or critical issues to the Project Control Manager.
• Ensure contractor and internal submissions comply with agreed formats, data standards and submission deadlines.
• Maintain data dictionaries, lineage, KPI definitions and transformation logic to support reporting transparency and auditability.
• Apply data access, security, version control and archiving requirements in accordance with company policies.
• Support internal and external audits, conduct lessons learned reviews and improve reporting processes through automation and team training.

Qualifications & Experience

• Bachelor’s degree in Civil Engineering, Project Management, Business Administration or a related discipline.
• Proven experience in project management or project controls within civil engineering and technical installation projects; government-sector or traffic system installation experience is highly desirable.
• Strong knowledge of project scheduling, cost control, progress measurement, risk management and change control.
• Practical capability in Excel, SQL and Power BI for data validation, reconciliation, analysis and dashboard reporting.
• Strong working knowledge of other Microsoft Office applications, project management software and databases.
• Experience in data quality, data governance or analytics within a project control or PMO environment is highly desirable.
• Understanding of contractual milestones, reporting obligations and contractor performance requirements.
• Strong client-facing communication, stakeholder coordination and team leadership skills.
• Strong organisational and problem-solving skills, with the ability to manage multiple priorities under pressure.
• PMP or PRINCE2 certification is an advantage.
• Relevant data management or analytics certification, such as DAMA CDMP or Microsoft Power BI Data Analyst, is an advantage.
