Job summary

Decima International is seeking a technically strong PMC Procurement Engineer / Specialist to support procurement and tendering for large-scale data center, mission-critical, and infrastructure programs in Saudi Arabia. You will act as the Owner’s onsite representative, coordinating with designers, vendors, and project teams to ensure timely, compliant procurement outcomes.

The role covers RFQ/RFP preparation, bid evaluations, award recommendations, expediting, FAT coordination, and long-lead

Qualifications

• Bachelor’s degree in Mechanical, Electrical, Supply Chain, or related field.
• 3–5 years procurement experience on construction, infrastructure, or major projects.
• Experience with RFQs/RFPs, tender documentation, and bid evaluation.
• Knowledge of OFCI/CFCI procurement, logistics, Incoterms, and customs.
• Excellent Excel, Word, PowerPoint skills; experience with ERP systems.

Responsibilities

• Develop and implement project procurement strategy and plans.
• Coordinate procurement of major equipment, materials, and packages.
• Prepare RFQs/RFPs, review tenders, and issue award recommendations.
• Coordinate with engineering to ensure package compliance with specs.
• Track long-lead equipment, expediting, and supplier performance.
• Manage documentation in EDMS/PMIS and prepare progress reports.
• Support vendor prequalification, selection, and negotiations.
• Coordinate FAT, inspections, shipping, and customs clearance.
• Escalate issues beyond delegated authority and ensure governance compliance.
