Job summary

IC İçtaş Construction is seeking an experienced Procurement Engineer (Civil & Structural) to support a major road project in Riyadh, Saudi Arabia. The role demands rigorous procurement planning, supplier management, and close collaboration with engineering, planning, and construction teams.

The ideal candidate has 8+ years in infrastructure procurement, strong material knowledge, and fluent English, with Middle East/ Saudi project exposure preferred.

Qualifications

• Bachelor's degree in Civil or Structural Engineering.
• 8+ years of procurement experience in large-scale infrastructure.
• Knowledge of civil/structural materials like concrete and steel.
• Experience in bid evaluation, supplier management, and subcontractor procurement.
• Ability to read drawings, BOQs, and procurement packages.
• Understanding of procurement processes, terms, and supply chain.
• Strong negotiation and stakeholder management skills.
• Proficiency in ERP and Microsoft Office.
• Fluent English (written and spoken).
• Middle East/Saudi project experience preferred.

Responsibilities

• Manage procurement for civil and structural materials, equipment, and subcontracts per schedule.
• Review specs, drawings, BOQs to plan procurement.
• Prepare RFQs, evaluate proposals, negotiate with suppliers.
• Coordinate with engineering, planning, construction, and commercial teams.
• Conduct technical bid evaluations ensuring compliance with specs and quality.
• Source and prequalify concrete, steel, precast, reinforcement, aggregates suppliers.
• Monitor procurement schedules and ensure timely delivery.
• Track supplier performance and provide reports to management.
• Review submittals and certifications before procurement approval.
• Support value engineering for cost optimization.
• Coordinate logistics, expediting, inspections, and approvals.
• Ensure procurement activities comply with procedures and contracts.

We are seeking an experienced and detail-oriented Procurement Engineer (Civil & Structural) to join our team for our road project in Riyadh, Saudi Arabia.

Qualifications

• Bachelor’s degree in Civil Engineering, Structural Engineering, or a related discipline.
• Minimum 8 years of procurement experience in large-scale infrastructure, highway, bridge, transportation, or civil construction projects.
• Strong knowledge of civil and structural construction materials including concrete, reinforcement steel, structural steel, precast elements, aggregates, and geotechnical materials.
• Experience in technical bid evaluation, supplier management, subcontractor procurement, and contract administration.
• Ability to interpret engineering drawings, specifications, BOQs, and procurement packages.
• Strong understanding of procurement processes, commercial terms, and supply chain management.
• Excellent negotiation, communication, and stakeholder management skills.
• Proficiency in ERP systems and Microsoft Office applications.
• Fluent in English, both written and spoken.
• Previous Middle East and Saudi Arabia project experience is highly preferred.

Key Responsibilities

• Manage procurement activities for civil and structural materials, equipment, and subcontract packages in accordance with project schedules and specifications.
• Review technical specifications, drawings, BOQs, and material requisitions to ensure accurate procurement planning.
• Prepare and issue RFQs, evaluate technical and commercial proposals, and participate in supplier negotiations.
• Coordinate with engineering, planning, construction, and commercial teams to identify procurement priorities and project requirements.
• Conduct technical bid evaluations and ensure compliance with project specifications, quality standards, and contractual requirements.
• Source and prequalify suppliers, manufacturers, and subcontractors for concrete, steel structures, precast elements, reinforcement, aggregates, and other civil works materials.
• Monitor procurement schedules and ensure timely delivery of materials and services to meet project milestones.
• Track procurement status, supplier performance, and delivery progress, and provide regular reports to project management.
• Review material submittals, technical datasheets, certifications, and compliance documentation prior to procurement approval.
• Support value engineering initiatives and identify opportunities for cost optimization without compromising quality and project requirements.
• Coordinate logistics, expediting activities, inspections, and material approval processes.
• Ensure procurement activities comply with company procedures, project policies, and contract requirements.
