Job summary

Decima International is seeking a seasoned Cost Manager to lead cost management and quantity surveying for a major data center project in KSA. The role oversees measurement, budgeting, forecasts, variations, and cost reporting to project leadership, ensuring budget compliance and value-for-money.

The successful candidate will lead a cost-control team, provide final reviews of cost reports, and coordinate with project controls, procurement, engineering, construction, and commissioning teams.

Qualifications

• Bachelor’s degree in a related discipline.
• Professional certification (MRICS/CCP) preferred.
• 10+ years overall experience in cost management, quantity surveying, or commercial management.
• 8+ years on major construction or capital projects.
• 6+ years in senior cost-control roles.
• Strong budgeting, forecasts, and cost reporting experience.
• Proven ability to manage contractor valuations, variations, and change orders.
• Knowledge of contracts, risk, and project controls.

Responsibilities

• Lead cost control and quantity surveying activities across the project lifecycle.
• Develop, maintain, monitor budgets, cost plans, forecasts, and cash flow.
• Perform measurement and quantity verification for construction works.
• Review contractor submissions, valuations, payments, and supporting docs.
• Sign-off and escalate cost reports and commercial assessments.
• Monitor expenditure against budgets and identify overruns.
• Prepare cost forecasts, EACs, and variance analyses.
• Evaluate variations, change orders, and contractor claims.
• Assess cost impact of design changes and project risks.
• Maintain records of commitments, expenditures, forecasts, and changes.
• Support change management and ensure variations are reflected in reporting.
• Conduct benchmarking and advise on value-for-money.
• Monitor contingency usage and advise leadership on exposure.
